Accident Evaluation Followup Information October 14, 1993 Contained is our response to your request concerning further information on the emergency plan evaluation. Paragraphs A to H correspond to each of your comments.

A. Table 3,3A and 3B were changed to reflect a 450 meter distance to the nearest offsite location as opposed to the original 550 meters. This change causes a reduction in potential material dispersion and therefore an increase in potential offsite dose. Chi Over Q for atmospheric stability class F, no buoyancy, and a wind speed of one meter per second, is 5.0e-4 sec/m' for a distance of 450 meters (ref. Figure 1 of NUREG-1140, A Regulatorv Analysis on Emergency Preparedness for Fuel Cvele and other Radioactive Material Licensees). The license activitylimits shown in table 3 have been revised downward in order to maintain a potential offsite dose less than the regulatory criteria.

l B. The DCF's, dose conversion factors, in tables 3,3A and 3B for noble gases have the units rem /((uCi/cc)-min) or equivalently rem /((Ci/m')-min). These factors are used in the following equation in order to calculate accident submersion doses.

C. Table 3B listed potential doses for licensed material under item S of table 3. Item S contams only neutron activated materials. Column 2 of table 3 shows the allowed chemical and/or physical forms for each item. The phrase " neutron irradiated samples or containers" for item S is intended and interpreted by NIST to mean, materials made radioactive by neutron bombardment. For this i

reason 33 isotopes were removed from table 3B that are contained in table 3A. These isotopes are in many cases fission products. Table 1, " Radioisotope Data", of the Radiolocical Health Handbook.1970 was utilized to make the choice of isotopes for table 3B. If a neutron initiated l

reaction was listed in the " Principal Means of Production" criumn of table 1 (RRH 1970) for a l

particular isotope it is listed in table 3B of the accident evaluation. If not, it was excluded.

D.

Items A and B of Table 3 were changed to include the dose from U-234. The natural abundance of 0.0055Fc was used to calculate the quantity of U-234 present.

E. The chemical and/or physical form description of items G1, G2, II, and 12 were changed to allow either soluble and insoluble chemicai forms. Insoluble forms do not have a potential for offsite soluble uranium intakes. Items G2 and 12 consider soluble uranium intakes. The license limits for soluble forms have been restricted in order to maintain potential offsite intakes less than the regulatory criteria.

i F. Items P and Q of table 3 were changed to sealed sources.

G. Table 3A and 3B have been arranged in order of atomic number. These isotopes and their associated All's were obtained from appendix B of 10CFR20.1001-20.2401.

H. Tables 3A and 3B have been revised so that one release fraction is used for all isotopes of an element. If an element is listed in Schedule C 10CFR30.72 then all isotopes of that element are given the listed release fraction. If the element is not listed and it's isotopes are primarily alpha emitters it is assigned a release fraction of 0.001. Unlisted beta emitters are assigned a release fraction of 0.01.

I. Note 2 of table 5 refers to the proposed license additions on pages 10 and 11 of the submitted i

accident evaluation. Specifically the NIST Material License Document, page I-1-1, paragraph 1.4 and page 11-12-3 will be amended to detail the method of calculating total activity. Note that table 5 of the accident evaluation is essentially columns 1,2, and 3 of table 3.
