SUBJECT:

MILLSTONE NUCLEAR POWER STATION, UNIT NO. 2, REVISED RESPONSE TO IE BULLETIN 80-04, MAIN STEAM LINE BREAK (MSLB) REANALYSIS (TAC NO. M85504)

We have reviewed your letter dated January 13, 1993, concerning the reanalysis of MSLB and revised response to IE Bulletin 80-04. This reanalysis was implemented as a result of your discovery of errors in the original 1979 MSLB analysis and the finding that the containment response due to a MSLB and continued feedwater addition would result in the allowable pressure and temperature of the containment being exceeded.

You have implemented corrective plant modifications to preclude this unacceptable containment response and, with your January 13, 1993, submittal, provided a reanalysis of the MSLB.

The updated response indicates that:

(1) acceptable methodology has been used for the revised MSLB analysis and that the results of the analysis indicate that plant systems, structures and components in containment will not be exposed to unacceptable pressure or temperature conditions resulting from a design basis MSLB, and (2) the core response to the reanalyzed MSLB is no more severe than shown by previous analysis and is also accept able.

Enclosed is a Supplemental Safety Evaluation addressing the containment and fuel responses to a MSLB.
