This was a special closecut survey inspection which included a review of the former licensee's act.ivities associated with the t
decontamination and remediation of their formerly used facility, located at 9459 Jefferson Blvd., Culver City, California. This inspection was in response to an NRC project in which an evaluation of 17,000 retired licenses was conducted by an NRC contractor, Oak Ridge National Laboratories (ORNL).
i On the basis of the information in the retired license files, situs having a-potential for residual contamination were to be investigated further. Due to the lack of specific information in the retired licensee's files, ORNL concluded that the former facility used by Reed-Curtis Nuclear Industries during the period of 1957-1961 could have residual contamination.
Results: The NRC and State of California inspectors did not identify any radiation levels above natural background within the facility or surrounding environment, and contamination surveys that were performed during the inspection did not identify any loose surface levels above the ' limits provided in Table 1 of Regulatory Guide (RG) 1.86, " Termination of Licenses for Nuclear Reactors." Based upon this inspection, discussions held with a former employee of Torrence Extrusion Corporation, and the review of previous Atomic Energy Commission (AEC) inspection reports, it is concluded that the facility 4

Backoround AEC License 4-748-4 was issued to American Electronics, Inc., Reed-Curtis Nuclear Division, during the period of 1957 through November 1961.
Reed-Curtis Nuclear Industries was a radioactive waste broker for the Los Angeles, California area.
Reed-Curtis was authorized to:
a.
Collect byproduct and source material from AEC Licensed users.
b.
Prepare material for disposal (storage was also permitted).
c.
Disposal of byproduct and source material in accordance with license conditions.
The work was performed in a 25,000 square-foot, single story building at 9459 Jefferson Street, Culver City, California. The building previously occupied by Reed-Curtis Nuclear was subsequently purchased Mr. Stuart Simon sometime in 1989.
The ORNL review did not locate any documentation that would indicate that a closecut survey was conducted at the Jefferson Blvd. facility prior to termination of the license, nor did files contain any information regarding how the Jefferson Blvd. facility was utilized for the time period between 1961 and 1989. The current owner had a copy of an AEC letter in his files, which he provided to the inspectors. The AEC letter (see Attachment 2) disclosed that the license was terminated _on November 21, 1961.
A review of activities conducted under License 4-6953-1 issued to Rad Science Corporation (also known as Tison Nuclear and/or Tison Pease) disclosed that byproduct materials were used at the American Electronics facility in the manufacturing of Model L3L Radioflo leak detection units; however, this work was performed in an underground bunker which is located underneath a parking lot. The bunker is located approximately 100-150 feet west of the 25,000 square foot building that was used to store and prepare the wastes for disposal. An inspection regarding the bunker and a closecut survey that was performed by the NRC and-State of California is discussed in Region V Inspection Report 4-6953-1/93-01.

Facility Status As of January 21, 1993, one-half of the building was occupied by the current owner who operates Lithco Inc. (a printing company), and another third of the building was occupied by South Cone Trading Company (antiques, exotic furniture, etc.). The remaining two-thirds of the
2 building was vacant. The bunker was leased out to an independent party who uses it as a sinrage area for non-radioactive products.

Independent Measurements The NRC and State of California inspectors conducted radiological surveys of the entire building, parking lot, and bunker area. The bunker area survey results are discussed in Region V Inspection Report 4-6953-1/93-
- 01. The radiologic surveys included both direct measurements and a contamination survey to check for loose surface radioactivity.
The inspectors toured the site and outside areas (See Attachment 1) and conducted independent radiation surveys with the following instruments:
a.
Ludlum Model 3 Survey Meter, NRC serial No. 035644, with a pancake probe, Geiger-Muller (GM) tube, and scintillation probe, due for calibration on June 23, 1993.
b.
Eberline PRM-7 Micro R/hr Meter, NRC serial No. 008596, due for calibration on April 2,1993.
Eberline, Model E-520 Survey Meter with a pancake probe and GM-c.
tube, NRC Serial No. 008252, due for calibration on February 26, 1993.
Background dose rate measurements established with each instrument in unaffected locations (e.g., within a block of the facility) and upon arrival at the facility prior to performing the independent measurements.
The background measurements were the same for both locations. They were i
as follows:
- a. Ludlum Model 3 Survey Meter: - Pancake probe = 50 cpm
- GM Tube = <0.2 mr/hr open window (0W)
<0.2 mr/hr closed window (CW)
- Scintillation Probe = 2500 cpm
- b. Eberline Micro R/hr Meter: 10-12 micro-R/hr
- c. Eberline Model E-520 survey Meter: - Pancake Probe = 50 cpm
- GM tube = <0.2 mr/hr OW
<0.2 mr/hr CW The efficiency for the Ludium Model 3 Survey Meter was 15.7%. The efficiency for the Eberline Model E-520 Survey Meter was 15.3%.
A comprehensive smear test for removable contamination was taken of the former extrusion facility (See Attachment 3). The smears were analyzed with the Eberline's pancake probe and in the Region V counting laboratory, using a Tennelet, Model LB 5100 Low Background alpha / beta-gamma counting system.
Each of the smears were counted on the Tennelet for ten minutes.
3 The fixed contamination levels were less than the average surface contamination level in NRC Regulatory Guide (RG) 1.86,
" Termination of Operating Licenses for Nuclear Reactors." The removable contamination survey consisting of the cloth smears resulted in measurements that were less than minimum detectable activity (HDA).
No alpha or beta-gamma contamination was identified on any of the smears. The dose rate. surveys-resulted in all measurements being less than 5 micro-R/hr above background'(10-13 micro-R/hr, inside and outside).
In conclusion, no evidence of 10 CFR Part 20 burials or radiation levels above current NRC release criteria was identified.

Exit Interview The NRC and State of California inspectors' met with the individuals identified in Section 1 of this report at the conclusion of the closecut survey, and summarized the findings of the inspection. The inspectors informed the current. property' owner and occupant that the independent radiological survey indicated that the former building facilities occupied by Reed-Curtis Nuclear Industries did not show any radiation or loose surface contamination levels above normal background.
The inspectors also informed the property owner that the levels were below the current release criteria described in RG 1.86 and the NRC document,
" Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material," dated August 1987.
