EMERGENCY OPERATING PROCEDURE INSPECTION (INSPECTION
REPORT NO. 50-219/93-22)
This letter refers to a special safety inspection conducted by Ms. Tracy E. Walkcr and other
members of this office from September 20 to September 24,1993, at the Oyster Creek -
Nuclear Generating Station and to the discussions of our findings held by Ms. Walker with
Mr. Levin and other members of your staff at the conclusion of the inspection.
The objectives of the inspection were to address the open items associated with the
Emergency Operating Procedures (EOPs) identified in Inspection Report No. 50-219/92-02,
to review your actions in response to violations associated with the recirculation loop
isolation event identified in Inspection Report No. 50-219/91-29, and to review an unresolved
item related to reactor water level instrumentation mismatch identified in Inspection Report
50-219/92-18.

Areas examined during this inspection are described in the NRC inspection report that is
enclosed with this letter. Within these areas, the inspection consisted of selective
examinations of procedures, interviews with personnel, exercises on the plant specific
simulator, and observations by the inspectors.
You have made significant improvements in your EOP program, and strong management
involvement in the program is evident. No significant problems were identified with the
EOPs or the training provided to the operators. You have also formalized your on-the-job
and EOP training for nonlicensed operators.
We recognize that you are making an ongoing effort to improve procedure compliance with
training and procedure upgrades. Your corrective actions in response to violations following
the recirculation loop isolation event were determined to be adequate, but further
improvements are warranted. You also completed the actions to address the mismatch in
reactor water level instruments.
