SUBJECT:
ALLEGATIONS - EXCESSIVE RCS LOOP PIPE WELDING REPAIRS On Novemoer 5(SRI),from 8:C0 m to 11:Mr. Demers met with Messrs. S. Reynolds 1981 and A. Cerne 45 am at Mr. Reynolds' motel room off f
l site to discuss his allegations. At that time Mr. Reynolds presented evidence.both written and oral, that the safety-related aspects of Mr. Demers' L
concerns had.not resulted in any concompliance with regulatory requirements l
or unresolved safety issues, to aate, based upon the current NRC evaluation.
At one point Mr. Demers accearr.d to concede that the licensee's apparent i
ouality-conscioukof handling the situation with " info otil;". radiographs oeyond A5ME coce requirements, was the major factor which led to what he believed to.be an extensive repair situation.
od, However, at the end of the meeting, Mr. Demers reiterated the following d.CC, allegations, specifically reauesting t.nat an NRC investigator take a written statement from him in this regard.
-- The excessive number of weld defects requiring repair indicates a I
system "out of control".
-- The QA program which allows these repairs to go unreported as ' 2Rs or50.55(e)itemstotheNRCisunacceptable.

-- As the AN! he was frustrated in attempting to track down repair l
records.
-- His badge as ANI for the Seabrook site was. pulled by Royal Insurance L
because of his raising of this. issue to the NRC. The system was not' e
working where he could comunicate to anyone but the NRC the.
problems he encountered.
.Mr. Demers also demanded that the memo he sent to the-Pullman Power Products QAManager(attached)onOct. 30,1981 be honored and the NRC present him with all documents which indicate the evaluation was done on this issue.
The NRC inspectors indicated that the safety-related aspects of his allegations would be indeoendently evaluated by the NRC and documented in an inspection report which would be sent to him. The NRC inspectors stated that anything he wanted from Pullman, the licensee, or his own employer (Royal) and any employment problems he was currently having were not within the NRC purview and would not be fonnally addressed.

The NRC inspectors confirmed Mr. Demers knowledge of the Dept. of' Labor i
jurisdiction in enforcing the "Whistleblower's" statute.

The meeting concluded with Mr. Demers indicating some displeasure that the NRC could not provide him al* he demanded (eg: what he wanted from Pullman), but with Mr. Demers also stating had he had a frank discussion with pecple at the site sittilar to the one he had just conducted with the NRC, he would probably have never made the allegations.
