SUBJECT:

ALLEGATIONS - EXCESSIVE RCS LOOP PIPE WELDING REPAIRS On October 30,1981, Mr. Henry Demers, one of the ANI's for Royal Insurance, visited the SRI's office and communicated the following cencerns regarding the ASME Class 1. RCPB loop pipe welding

-- Over 125 in-process weld reoairs have been accomplished on a relatively small number of joints due to common lack of fusion indications.

-- The Pullman 0A Program which allows this number of repairs without pro-gramatic reportability (eg: NCR) has an unacceptable loophole.

-- The ANI cannot do his job since all repair process sheets are not at the weld repair point, only the current one; and therefore the ANI cannot properly evaluate.

-- The ANI nas not been able to raise these issues with his organization because he hardly ever gets to talk to his supervisor.

Mr. Demers has been on the Seabrook job approx. 3 months and is the third and new'est ANI for Royal.- He indicated his intent to quit the job because of lack of corrective action on this issue. The SRI was aware of the large number of repairs on the loop piping and of a licensee stop work in this regard

( Oct. 16-Oct. 27,'81).

The present program calls for NCR's under certain conditions (eg: discovery of a crack or a repair beyond the third cycle).

-All repairs whether NCR'd or not are documented and followed by process. sheets.

As best as the SRI can detemine, all work is proceeding in accordance with the l

ASME Code. Mr. Demers indicated he knew of no ASME violation and he himse'? did l

not think a stop work was in order, but that a proper evaluation must be accomplished.

l The SRI indicated to Mr. Demers that since all repair process sheets are do-cumented and available, the cnly one necessary at the repair point is the current one. -He also indicated the method of handling.in process repairs to include documentation and NCRs exceeded code. With regard to the question whether the extensive number of repairs indicated a process out of control and possible metallurgical concerns, the SRI stated the NRC would investigate.
