SUBJECT: NRC REGION I INSPECTION REPORT NO. 50-354/93-23

This letter transmits the NRC Region I inspection report for the routine, announced

inspection conducted by Mr. Ram Bhatia and others of this office the weeks of October 4-8,
,

and . November 1-3, 1993, at Hope Creek Nuclear Generating Station. Mr. Bhatia discussed
the results of this inspection with your Mr. R. Hovey and other members of your staff on
November 3,1993.

The inspection was directed towards areas important to public health _ and safety. Areas
_
l
examined in this inspection included the resolution and actions taken for open items identified
!
previously during the Electrical Distribution System Functional Inspection (EDSFI). Within
this scope. the inspection consisted of selective examination of design records, system
[
evaluations, drawings, procedures, and representative records; interviews with personnel; and
observations by the inspector.
,
Corrective actions for six previously identified issues were found to be adequate and the
items are closed. The inspector noted that your staff evaluation of the fast-transfer design
scheme and the root cause analysis of the load tap changer problems were comprehensive and
,
thorough. Within the scope of this inspection, no violations were identified.
