REGARDING ARKANSAS NUCLEAR ONE, UNIT 2 (N0ED 93-4-002)

This acknowledges the granting of enforcement discretion to: Arkansas Nuclear

'One, Unit 2 (ANO-2), regarding compliance with the provisions of' Technical Specification Limiting Condition for Operation (LCO) 3.C.3. At 5:19 p.m. (CDT) on October 22,1993, ANO-2 entered Technical Specification LC0 3.0.3 following your determination that the conditions of Technical Specification LC0 3.5.2, " Emergency Core Cooling System (ECCS) Subsystems -

Tavg a: 300 0F," and Technical Specification LC0 3.6.2.1, " Containment Spray System," could not be met.

Technical Specification 3.5.2 requires two independent ECCS subsystems to be operable when the average-reactor coolant system temperature is greater than.or equal to 300*F, and Technical-3 Specif9 ction 3.6.2.1 requires that two independent containment spray systems be ope... ole in Modes 1, 2, and 3.

Specifically,.you identified unscreened flowpaths into the ANO-2 containment sump,' which could allow material to enter the sump and potentially degrade the performance of ECCS subsystems and the containment spray system.

temporary modifications to restore the containment sump to an operable condition. Enforcement discretion was granted verbally, based:upon our review of your written basis, at 8:13 p.m. (CDT) on October 22,-1993, by NRC Region IV. with the concurrence of the Office of Nuclear Reactor Regulation. < This enforcement discretion approved a 36-hour extension-to the shutdown requirements of Technical Specification 3.0.3.

n Entergy Operations, Inc. the compensatory measures taken during this extension and your safety significance evaluation as described in your letter.

Specifically, the compensatory measures included actions by your staff to perform monitoring of the ANO-2 containment on an increased frequency to detect any potential reactor coolant system leakage, to maintain systems important to safety (identified in your letter) operable, and to limit maintenance on' ECCS systems during the affected period. Your safety significance evaluation concluded that the probability of a design basis loss of coolant accident (LOCA) occurring during the 36-hour extension, coupled with the relatively unaffected containment response capability in the event of a LOCA due to the availability of containment fan coolers, provided confidence that operation for 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> with the potential for degraded ECCS performance in the recirculation mode of operation was acceptable and did not pose an undue risk to public health and safety.

This action is taken in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, dated March 17, 1993. This decision does not preclude the NRC from considering enforcement action for the conditions that led to the need for this Notice of Enforcement Discretion.
