Sect n Inspection Summary Inspection on December 7. 1993 (Report No. 999-90003/93043(DRSS))
Areas Inspected: This was a special inspection to review the former licensee's activities and to determine if the facilities were adequately decontaminated prior to terminating the license. The inspectors conducted independent radiation surveys in the former licensee's manufacturing, processing and research\\ development areas. This inspection was part'of an NRC project which evaluated approximately 17,000 retired licenses. An NRC contractor, Oak Ridge National Laboratories (0RNL) performed the evaluation.

On the basis of the information in the retired license file, such as type and t
quantity of authorized materials and lack of adequate decontamination j
documentation, ORNL concluded.that these facilities have a potential for i
residual radioactive contamination.
Results: The NRC inspectors did not identify any radiation levels above i
natural background in or around the buildings formerly used by Diamond Alkali.
Company in Ashtabula and Painesville, Ohio.
Based upon the inspection findings, it was concluded that the buildings meet the current NRC release criteria for release of facility for unrestricted use.

Backaround AEC License No. SNM-832 was issued to Diamond Alkali Company on October 19, 1964, for po session and use of 750 kg of 97.6 % enriched uranium-235 (Attachment A). AEC Source Material License No. SMB-260 -
authorized 150 kg of natural / depleted uranium and thorium.
Licensed activities included fabrication of metallic coated uranium dioxide spheres and uranium dioxide-metal oxide spheres, particle sizing and coating of UO, fuel particles. This work was classified under a U. S. Navy contract (Contract Nos. MPD-5009Y & MPD-6552-Y). All production / manufacturing activities were ccnducted in the former licensee's Semi-Works facility in Ashtabula, Ohio (now owned by Occidental Chemical Corporation) and all research activities were conducted at the T. R. Evans Research facility in Painesville, Ohio (now cunnd by Ricerca, Inc.). At the former licensee's request, both AEC licenses were terminated on November 13, 1967 (Attachment B).

Facility Status Occidental Chemical Corporation and Ricerca, Inc. purchased their current facilities from Diamond Alkali in 1986. Occidental Chemical Corporation is a manufacturer of custom chemicals and Ricerca is a broad i
based research and development facility for agricultural, pharmaceutical and specialty chemical industries. All buildings formerly _used for licensed activities at both sites have had extensive remodeling during i
the past 25 years. The remodeling includes new floor coverings, walls and ceilings.

Independent Measurements Background radiation measurements were taken in the downtown area of Painesville, Ohio with a Victoreen Model 190 and Ludlum Model 12
)
portable survey instruments. Background measured 45-55 counts / minute (cpm).
Independent radiation surveys were performed with a Victoreen Model 190 portable survey instrument with a Model RP-1 pancake probe, Serial No. 000549, calibrated on October 12, 1993 and Ludlum Model 12, Serial 3
No. 105690 with a Model 43-5 pancake probe, calibrated on October 6, 1993.
Prior to the surveys both instriments were checked for accuracy and constancy with dedicated and traceable check sources.
Both instruments responded as expected.
The inspectors conducted radiologic surveys in and around the former manufacturing areas at the Ashtabula site and research areas on the second floor in Building A at the Painesville site. The areas surveyed included restrooms, hallways, research laboratories, offices, former manufacturing areas, storage vaults, parking lots, building down spouts and loading docks. The NRC inspector's surveys of the above referenced buildings, parking lots and adjacent property did not identify any radiation levels above natural background.

Exit Meetina The NRC inspectors met with the individuals identified in Section 1 of this report and summarized the findings of the inspection. The inspectors informed the current property owner representatives that the survey results indicated that the facility (buildings) meet the current NRC release criteria for release of facilities for unrestricted use.
During the exit meetings with the current property owners, none of the participants indicated to the inspectors that any of the inspection findings or documents provided to the inspectors were considered
