MILLSTONE NUCLEAR POWER STATION, UNIT 1 - CONFORMANCE TO REGULATORY GUIDE 1.97, REVISION 2 (TAC NO. M51106)
By letter dated April 24, 1991, the NRC staff issued a safety evaluation which addressed the conformance of Millstone Unit I to Regulatory Guide (RG) 1.97, Revision 2 requirements. The safety evaluation found the Millstone Unit I design acceptable with respect to conformance to RG 1.97, except for the instrumentation to monitor reactor coolant level, reactor coolant system pressure, primary containment isolation valve position, containment and drywell hydrogen concentration, containment and drywell oxygen concentration, suppression chamber spray flow, drywell spray flow, and neutron flux.
By letters dated September 11, 1991, November 15, 1991, March 31, 1992, June 10, 1992, and September 8,1992, Northeast Nuclear Energy Company (NNECO) requested that the staff re-evaluate conformance for the monitoring instrumentation which remained unresolved. The staff's review of these submittals identified additional concerns which were addressed in NNECO submittals dated July 21, 1993, October 6, 1993, November 12, 1993, and December 16, 1993.
In addition, by letter dated July 30, 1993, NNECO responded to the staff's letter dated April 1,1993, concerning BWR neutron flux monitoring instrumentation.
The NRC staff has reviewed the latest submittals and has concluded that NNECO is in compliance with RG 1.97.
The enclosed supplemental safety evaluation contains our review of this issue.
The staff notes, however, that in the December 16, 1993, submittal, NNECO identified that two Category 2 instruments.
are not environmentally qualified to perform their intended function (turbine building secondary closed cooling water (TBSCCW) heat exchanger outlet temperature and TBSCCW pump discharge pressure, Variables 0-21 and 0-22 respectively). NNECO did not provide justification in the submittal for why this is consistent with RG 1.97 criteria. The enclosed supplemental safety evaluation does not address these two variables and NNECO should provide additional information confirming proper environmental qualification for these instruments.
