' inspection consisted of selectiveL examinations of procedures and . representative

-activities were not conducted in full compliance with NRC. requirements, as set
forth in'the-Notice of. Violation,' enclosed' herewith as' Appendix A.

" violations have been categorized by severityllevels'in'accordance with the

" General' Statement'of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,< Appendix-C (Enforcement Policy). You are required to respond-to this
letter and in' preparing your response,; you should follow-the instructions'in
- Appendix A.
-Additionally, two areas were identified .thac require attention: . the ef fective-
. ness'of the annual security audit, and the manner in which . security training
, material is.being. maintained.

Both'are discussed in the inspection report.-
- Several-_~ program enhancements 1were also' noted by the inspectors, e.g. , improved
working areas for' security _ support . functions, staff additions for ' surveillance
testing' and. security. engineering' and . implementation. of a new internal -security
'
communications-. system and computerized badging. system. These enhancements are
indicative of management support for the security program.

public disclosure in accordance with 10 CFR 73.21 (Safeguards Information).

report will be placed % the Public Document Room in accordance with 10 CFR 2.790(a).
