SAFETY EVALUATION OF RELIEF REQUESTS GR-7 AND RCIC MONTICELLO ,

NUCLEAR GENERATING PLANT PUMP AND VALVE INSERVICE TESTING PROGRAM -

(TAC NO. M86939)

By letter dated June 30, 1993, Northern States Power Company submitted Relief- -i Requests GR-7 and RCIC-6 to its Pump and Valve Inservice Testing Program. -

Relief Request GR-7 of your submittal requested relief from certain '

requirements of OM-1 for Class 1, 2, and 3 pressure relief valves not meeting -t acceptance criteria. You proposed that Class 1, 2, and 3 pressure relief '

valves with set point pressures of 70 psi or less have a set point acceptance criteria tolerance of i 2 psi. Relief Request-RCIC-6 of your submittal  !

requested relief from the power-operated valve stroke time test for the reactor core isolation cooling turbine exhaust line pressure boundary valve .

SV-4283. You proposed to verify the valve is closed quarterly by observing that there is no excessive steam leakage past the valve seat during RCIC  :

turbine operation.

The staff has evaluated Relief Request GR-7 and has determined that the proposed alternative to the OM-1 safety and relief valve requirements would provide an acceptable level of quality and safety. Therefore, the staff ,

authorizes its use pursuant to 10 CFR 50.55a(a)(3)(1). However, a list of the safety and relief valves to which this relief request applies shall be -

included in your IST program document. >

The staff has also evaluated Relief Request RCIC-6 and has determined that both verification of closure and stroke timing are impractical and that an ,

interim period of relief is necessary for further evaluation. The staff has further determined that the proposed method of verifying the capability of the valve to close, though not following the pump test, would provide assurance of.

operational readiness for this valve for an interim period considering the impracticalities of design and the burden of immediate imposition of the Code-requirements. Therefore, pursuant to 10 CFR 50.55a(f)(6)(i), relief is granted for a period of 1 year or until the next refueling outage, whichever is later, to provide a period of further evaluation.

S The staff has determined that the granting of Relief Request RCIC-6 is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the Code requirements .
