10 CFR PART 20 EXEMPTION REQUEST - PILGRIM NUCLEAR POWER STATION (TAC NO. M87743)
By letter dated September 13, 1993, Boston Edison Company (BEco) requested an exemption to the derived air concentration (DAC) values for Kr-89 and Xe-137 in Table 1, of Appendix B to 10 CFR Part 20 (Final Rule on Standards for Protection Against Radiation) to be implemented January 1, 1994.
BECo requests to use specific DAC values for Kr-89 and Xe-137 instead of'the generic DAC values for these nuclides when determining whether an area is, and requires posting as, an airborne radioactivity. area.
BEco asserts that the genericDACvaluesinAppendixBto 20.001-20.2401 for unlisted, short half-life beta emitters (10' uC1/ml) are too small for these nuclides, and that they would cause over posting of' airborne radioactivity areas which erodes the significance of the posting and consumes resources.
BEco requests the exemption because Kr-89 and Xe-137 are a significant fraction of the noble gas radioactivity in a boiling water reactor.
The NRC staff has reviewed BEco's request and finds that granting the exemption from the requirements of 10 CFR Part 20, Appendix B, Table 1 is authorized by law, and will not result in an undue hazard to life or property.
