SUBJECT: NRC INSPECTION REPORT NO. 50-302/93-28

This refers to the inspection conducted by Ross Butcher and P. Holmes-Ray of i

this office on November 6 thru December 3, 1993. The inspection included a

review of activities authorized for your Crystal River facility. At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed report. I

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures  !

and representative records, interviews with personnel, and observation of I

activities in progress.

The enclosed Inspection Report identifies activities that violated NRC '

requirements that will not be subject to enforcement action because the

licensee's efforts in identifying and/or correcting the violation meet the 1

criteria specified in Section VII.B. of the Enforcement Policy. Therefore, no

response with respect to these matters is required. ,

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter, and its enclosure, will be placed in the NRC Public Document

Room. ,
