e 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DETROIT EDISON COMPANY DOCKET N0. 50-341 FERMI-2 NOTICE OF DENIAL OF AMENDMENT TO FACILITY OPERATING LICENSE AND OPPORTUNITY FOR HEARING The U.S. Nuclear Regulatory Comission (the Comission) has denied a request by Detroit Edison Company, (licensee) for an amendment to Facility Operating License No. NPF-43 issued to the licensee for operation of the Fermi-2 facility, located in Frenchtown Township, Monroe County, Michigan.

The purpose of the licensee's amendment request was to revise the Technical Specifications (TS) to eliminate selected response time testing requirements at Fermi-2.

The NRC staff has concluded that the licensee's request cannot be i granted. The licensee was notified of the Comission's denial of the proposed change by a letter dated October , 1993. An additional request to add a response time testing requirement for main steam line flow-high for the main l

steam isolation valves will be handled by separate correspondence.  ;

i By November 26, 1993, the licensee may demand a hearing with respect to l

the denial described above. Any person whose interest may be affected by this proceeding may file a written petition for leave to intervene. ,
