The purpose of this letter is to revise TVA's request for
- exemption from 10 CFR 73.55(d) (8) submitted in Enclosure 1 to Reference 1 (RLA-01), and to reply to NRC's request for additional information regarding this exemption (Reference 2).
In TVA's request for exemption from the containment posting re,quirements of 10 CFR 73.55(d) (8) for BFN Units 1 and 3 (RLA-01), TVA requested that the exemption be in effect for each unit from the time it is approved by NRC until the unit I

TVA understands that NRC Staff.has expressed.
reservations about-approving the exemption to include the period following commencement of fuel loading.
As a result, TVA is modifying the exemption request to facilitate NRC review and approval of the exemption, thereby maximizing the savings to TVA.
Accordingly, TVA now requests that the exemption be in effect for each unit from the time the exemption is approved by NRC until immediately. prior to loading fuel'in that unit.
In Reference 2, NRC requested additional information regarding the potential consequences of radiological sabotage within the BFN Units'1 and 3 containments during the time the exemption is in effect.
NRC noted that a qualitative discussion comparing the postulated consequences of_ sabotage i
to'11mits provided in 10 CFR 100 would be sufficient.
BFN Units 1 and 3 have been shutdown since March 1985 and 4
defueled since September 1985 and February 1987, respectively.
Each unit's fuel is stored in its spent fuel pool, which is outside primary containment.
Since the fuel
'has been removed from the Unit 1 and 3 primary containments,
-7 the inventory of radioactive material in primary containment
~
of either unit is not sufficient to cause a release which would approach the limits of 10 CFR 100, even in the unlikely event of sabotage.
