REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED EXEMPTION FROM CONTAINMENT POSTING REQUIREMENTS - BROWNS FERRY NUCLEAR PLANT

UNITS 1, 2, AND 3 (TAC N05. M87709, M87710, AND M87711)

By letter dated September 2,1993, the Tennessee Valley Authority (TVA) requested an exemption from the requirements of 10 CFR 73.55(d)(8) for the Browns Ferry Nuclear Plant (BFN) Units I and 3.

This regulation requires positive containment access control by a guard or watchman be maintained to i

ensure only authorized personnel and materials are permitted into containment during periods of frequent access. Subsequently, on September 30, 1993, TVA requested amendments to the license for BFN Units 1, 2, and 3 to remove i

license conditions invoking 10 CFR 73.55(d)(8). The staff has evaluated these i

letters, and has determined that additional information will be required to complete its review.

To justify granting the requested exemption, TVA should provide a discussion of the potential consequences of radiological sabotage within the BFN Units 1 i

and 3 containments, including an assessment of the offsite dose consequences.

i A qualitative discussion comparing the postulated consequences of sabotage to limits provided in 10 CFR 100 will be sufficient.
