Insoection on September 15. 1993 (Report No. 999-90003/93029(DRSS))

Areas Insoected: This was a special inspection to review the former l

licensee's-activities and to determine if the facilities were adequately-decontaminated prior to terminating the license. The inspector conducted independent radiation surveys in the former' licensee's manufacturing,

'l processing and animal research\\ development areas. This inspection was part of j

an NRC project which evaluated approximately.17,000 retired licenses. An NRC i

contractor, Oak Ridge National Laboratories (0RNL) performed the evaluation.

On the basis of the information in the retired license file, that is lack of decontamination documentation, ORNL_ concluded that these facilities have a potential for residual radioactive contamination. The contractor also i

concluded that outside contamination may exist due to burials of radioactive _-

Results: The NRC inspector did not identify any radiation levels above natural background in or around Buildings 23, 24, 28 and the former animal research building-located at 325 Paul Avenue, Ferguson, Missouri.

Based upon the inspection findings, it was concluded that the buildings meet the current NRC release criteria for release of facility for unrestricted use.

However, the inspector was not able to determine the exact location of the former burial site and no records of former burials were available.

Backaround AEC License No. 24-1882-01 was issued to Universal Match Corporation on

'I January 23, 1957, for possession and use of millicurie quantities of l

iodine-131, phosphorous-32, cobalt-60, sulfur-35 and carbon-14 for i

l chemical and biological studies in lower animals.

License No. 24-01882-01 was superseded by license No. 24-01882-02 on May 20, 1957. This license authorized 100 millicuries {3,700 MBq) of each l

byproduct material with the atomic numbers between I to 83 in any form, with a total possession limit of I curie {37,000 MBq}. The authorized activities included reliability testing, measurement of electrical / mechanical characteristics, detonation of gas generators, and chemical / biological studies of lower animals (Attachment A). This license was terminated in 1963 when the former licensee notified the Commission that all use of radioactive material ceased and they were i

moving their operations to Phoenix, Arizona.

Facility Status Crane Ferguson purchased Unidynamics and it's Universal Match l

Corporation Division during 1984 which included all of the buildings l

located at the Ferguson, Missouri site. The main buildings located at 472 Paul Avenue have been vacant for the last four years. _(See l

Attachment D for photograph of the entrance to the site.) The former d

l animal research area located at 325 Paul Avenue is now occupied by I

Designer Marble Company. This company has rented space in this building l

since 1989. The current owner of the building is. Commerce Park of Ferguson. According to Mr. Dale Griffith, a former UMC employee, the i

facilities located at 355 and 400 Ferguson Avenue (former machine shop l

I and business office) are now occupied by Apex Co. and the Memorial I

Tabernacle Church, respectively. - According to Mr. Griffith these later two facilities were never used for licensed activities.

The surrounding neighborhood is a mixture of commercial and manufacturing facilities and single family residences.

Indeoendent Measurements Background radiation measurements taken in the St. Louis area with the i

Victoreen, Model 190 showed 40-50 cpm and the Ludlum Model 19 microR meter indicated 7-15 microroentgen/ hour (gR/h) gamma, {1.5-3.7 nC/kg/h).

The inspector conducted radiologic surveys in and around the former manufacturing areas in Building 23, 24, 28 and former animal research laboratories at 325 Paul Avenue. The areas surveyed included restrooms, hallways, research laboratories, offices, former manufacturing areas, basement areas, parking lot, building down spouts and loading docks.

The NRC inspector's surveys of the above referenced buildings, parking lots and adjacent property did not identify any radiation levels above natural background.

Radiation surveys were performed with a Victoreen, Model 190 portable survey instrument with a Model RP-1 pancake probe, NRC Tag No. 042444, calibrated January 22, 1993, and an Ludlum Model 19 microR meter, NRC-Tag No. 11021, calibrated May 8, 1993.

Prior to the inspection both instruments were checked for constancy and response with known sources of thorium-230, thorium-232, cesium-137 and carbon-14.

Both instruments responded as expected.

Attachment B shows measurement locations and results.

Former Buriai Site In the licensee's application for renewal dated April 1,19E3, the licensee stated:

" Waste materials are burned in a well marked enclosed

area at a minimum depth of four (4) feet and successive burials are separated by a distance of at least six (6) feet. A total of three (3) burials were made in the past twelve (12) months. Carbon" at an i

estimated amount of two (2) millicuries per burial was the only radioactive waste material disposed of in the past twelve-month period."

In letter dated June 25, 1963, the licensee requested termination of their Ferguson, Missouri license and stated that-the burial ground currently used for deposition of radioactive waste would be retained by Unidynamics, and would not be leased or sold to the general public or private individuals (Attachment F). Mr. Griffith was asked about the former burial site and indicated that he was not aware of the site.

l Mr. King, President, Crane-Ferguson, was able to locate a report j

regarding a former burial site; however, the report was inconclusive that the area surveyed was actually the former waste burial site.

This report is dated January 1984 and indicates that during demolition of j

some of the buildings in 1984, a concrete vault was found between i

Buildings-12 and 23. The vault was checked for residual radiation by St. Louis Testing Laboratories, Inc. on January 11, 1984.

indicates that no radiation above natural background was detected (Attachment C). The NRC inspector surveyed the general area where the vault was believed to be buried and found no radiation levels above natural background. At the time of this inspection no other records were available regarding the location or condition of the former burial site.

Exit Meetina The NRC inspector met with the individuals identified in Section 1 of this report and summarized the findings of the inspection. The inspector informed the current property owner representatives that the-survey results indicated that their buildings meet the current NRC release criteria for release of facilities for unrestricted use. The inspector informed the current property owners that because the inspector was not able to identify the exact location of the former burial site useu for disposal of radioactive materials, this issue would be discussed with NRC management to determine future actions to resolve this issue. During the exit meetings with the current property owners, none of the participants indicated to the inspector that any of the inspection findings or documents provided to the inspector were considered proprietary.

.The site consisted of approximately one acre of cleared and levelled land.

Using the end window detector described, positioned about 4" above ground level, the entire surface area of the site was j

carefully monitored.

Complete coverage of the site was assured by indexing the detector at approximate 6" increments across the entire site.

No evidence of radiation levels above normal back levels was detected.

I called Claes Wennerth at Universal Match to advise him of the following:

Dbeing the demolition of two of the buildings that we acquired from Universal Match last year and the clearing of adjacent ground, we uncovered what appears to be a buried concrete vault.

In check-ing around there have been several comments that this vault contains radioactive wasta or at one time was used to store radioactive waste.

I advised Claes that we hired an outside lab to scan the area for any trace of radioactivity and found no indication of any.

I asked him to check with his people to see if anyone knew anything about this vault and to call me back.

7 told him that I would not open the vault until I heard from him.

Dear Mel:

This letter will serve to confirm our telephone conversation relative to the concrete vault which you recently uncovered during your demoli-tion work adjacent to the buildings recently torn down.

I, of course, have no knowledge of what possibly could have been buried in that vault, so I did some investigative work, and I discussed the subject with several people who I felt might be able to shed some light on the matter.

I was able to determine that the only nuclear activity that UMC Industries had been involved in in the Ferguson area, at least. Was the research done with the monkeys many years ago.

This work was classified and therefore most of our people don't have any inside information.

Harold Baum, who headed up the project, is deceased and Hal Sprague, his assistant, I be-lieve was transferred to Unidynamics, Phoenix.

Recently, about a year ago, a representative of the Nuclear Regulatory Agency visited our plant and informed us that the Nuclear Regulatory Agency was cleaning up some old files which they were closing, and he needed to test the engineering building where the monkey project was con-ducted.

He scanned the entire area with a geiger counter and found nothing, and informed Roy Long at that time that the file would be closed and the building was given a clean bill of health.

I remembered that Isadore Kowarski had been a supervisor in the Armament Division during the second war and the Korean conflict, and I thought he perhaps could shed some light on what might be in the concrete container.

Isadore informed me that it was his recollection, and he felt 99% sure this was the case, that an accident occurred with some red phosphorus in the composition mixing area, and the phosphorus continued to burn and could not be extinguished.

-January 24, 1984 burns, some of the material converts to white. phosphorus, which is spon-taneously ignitible.

It was Isadore's' recollection that this material had-been submerged into water and then encased in concrete ter permanently-defuse its potential for re-igniting.

I have attempted'to find out what would occur if this concrete vault were' opened, and I have several opinions.

One opinion is that if the material has been mixed with earth and it is allowed to oxidize, in all probability, it has been converted to fertilizer over these past years. However,'some experts are of the opinion that if the material was sealed in an airtight container and was not allowed to oxidize, that it would be dangerous to re-open the container, Mel, I can't be sure that this is what is in this' container; it is only the consensus of the people ~that I've talked to.that this is what is probably there.

Isadore mentioned that Dr. Herbert Ellern might be able to shed some light on the subject.

WASTE DISPOSAI, The waste licensed material is disposed of by buriel in the soil in accordance with the regulations specified in the Federal Register, Title 10 3

Waste materials are burned in a well marked enclosed area at a minimum depth of four (4) feet and successive burials are separated by a distames of at least six (6) feet.

A total of three (3) burials were made in the past twelve (12) 14 months.

Carbon at an estimated amount of two (2) mil 11 curies per burial was the only radioactive waste material disposed of in the past twelve-conth period.

Present estimates do not indicate any great increase in the amount of accumulated waste materiale during the next twelve (12) months.
