Dear Mr. King:

This refers to the special inspection conducted by Mr. D. G. hiiedeman of this office on September 15, 1993, of your facilities, formerly occupied by Universal Match Corporation, Armament Division and Biological Laboratories, located at 472 Paul Avenue, Ferguson, Missouri.

Licensed activities were previously authorized by Atomic Energy Commission (AEC) Byproduct Material Licenses No. 24-01882-01 and 24-01882-02. The results of our preliminary survey findings were discussed with you by phone, at the conclusion of the inspection, and with Mr. Gerhart of your staff on December 2,1993.

The enclosed copy of our inspection report identifies areas examined during the inspection. The inspection consisted of a selective examination of representative records from the former license file, observations, independent measurements, and interviews with the current occupants of the buildings and a former employee of Universal Match Corporation.

Based upon this inspection, we have concluded that the facilities (buildings) located at 325 and 472 Paul Avenue, Ferguson, Missouri, were decontaminated to a residual radiation' level consistent with current NRC guidelines.

However, we were unable to determine the exact location of a former radioactive waste burial ground or find documentation describing the types and quantities of radioactive materials buried. Therefore, we can not close this issue at this time.

In order to bring this issue to closure, we request that within 90 days from the date of this letter, you provide this office the following information:

1.

The quantities, type and chemical form of radioactive materials buried.

2.

Locations of the burials and records which would indicate that the former burial site was remediated to current NRC release criteria.

This information might be obtained by contacting the former owners of the site j

or through interviews of former employees of the Universal Match Corporation.

such as incinerator / burial permits, aerial photographs, deed restrictions,-

etc. or any record that may assist us in closing out this issue.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC Public Document Room.
