-This refers to the inspection conducted by Mr. J. F. Melfi of this office on -

September 30 through November 12, 1993. The inspection-included a review of-

activities authorized by NRC License No. NPF-1 for'the Trojan Nuclear Plant.-
. At the conclusion of the inspection, the findings were discussed with. those

Areas examined during this inspection are identified in thel enclosed, report.
Withinithese areas, the inspection consisted of: selective examinations of
procedures and representative records, interviews with personnel, and-
observations by the inspector.

Based on the results of this inspection, one of your activities appeared to be

.in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice). This violation related to the' failure' ofia detailed
.

construction package to specify sufficient design details to ensure 'that.the

spent fuel pool could not be siphoned below;the minimum allowed' level 'of

~83 feet, 11 inches. Your corrective actions' for this ' violation were reviewedi

by the inspector and found to be appropriate. Therefore, no response to thei

enclosed Notice is required.
