Troian Permanently Defueled Emercency Plan 1993 Annual Exercise Scenario Packace Enclosed please find the Trojan Permanently Defueled Emergency Plan 1993 Annual Exercise Scenario package. The package provides exercise participants' extent of play, objectives, scenario narrative summary, scenario timeline, and controller data. The objectives have been modified to reflect the exemptions granted by the NRC to discontinue offsite planning, consistent with the approved Trojan Permanently Defueled Emergency Plan. This information is being provided for your review prior to the exercise and shall be withheld from public disclosure until after the Annual Exercise to assure confidentiality. The 1993 Trojan exercise is scheduled for November 17,1993, during normal working hours and will be an announced exercise.
On March 29,1993, the NRC approved, on a one-time basis for 1992, Portland General Electric's (PGE's) request for exemption from the requirements of 10 CFR 50, Appendix E, Section IV(F)(2), which require each licensee at each site to exercise its emergency plan on an annual basis. November 17, 1993, will fulfill this commitment and will satisfy the requirements of 10 CFR 50, Appendix E, Section IV(F)(2) for 1993.
In light of the exemptions granted by the NRC to discontinue offsite planning, the NRC, by letter dated September 30,1993, from F.J. Congel, NRR, to C.S. Wingo, Federal Emergency Management Agency (FEMA), has withdrawn the requirement for FEMA to monitor, review, or report on offsite radiological emergency planning and preparedness activities at Trojan.
