l Below is Siemens Power Corporation's (SPC's) reply to the requests for information in reference 2.

NRC Reauests 1.

The proposed amendment removes the condition that the Health Physics Component make monthly audits of environmental protection practices and exposure contre's, document and distribute the results, and follow up on discrepancies and recommended corrective actions. This condition provides a necessary independa6t review of the environmental program. The amendment application should clearly assign this audit responsibility to another independent group.

Sections 2.6.5 and 2.6.6 of the amendment application should reflect the current structure and responsibilities of Safety, Security, and Ucensing, as indicated in Figures 1-2.2 and I-2.3 of the current license (pages 2-20 and 2-21, dated December 21,1992),

with respect to the environmental and health physics audits and inspections.

I 2.6.4 Fire Protection I

The inspection Committee of the Richland Health and Safety Council performs monthly inspections of selected areas of the Richland facility. These inspections include j

housekeeping concerns, as well as industrial safety concerns. A facility with good housekeeping (combustible wastes properly contained, emergency exits accessible and uncluttered, fire extinguishers properly maintained), will experience fewer and less serious i

, fires.

Results of these inspections are documented, including any recommended l L

corrective actions, and distributed to the respective facility management. The Inspection l l

l Committee shall follow-up on each detected discrepancy and recommended corrective action in subsequent inspections until there is satisfactory resolution.

l The Safety Supervisor ensures that a monthly inspection is made of all plant fire extinguishers in accordance with a written plan. Results of these inspections are i

documented, and any detected discrepancies are corrected during the inspection.

j 2.6.5 Environmental Protection inspections i

l The Environmental Engineering Component shall monitor the levels of regulated 3

material released to the environment. Health and Safety Technicians are responsible for

! the field sampling under the guidance of the industrial Safety and Health Component.

r I Action levels and descriptions of actions to be taken as a result are found in EMF-30,

! Chapter 4.

Results of this monitoring shall be documented and distributed to the Manager, Safety, Security, and Licensing.
