Niagara Mohawk Power Corporation hereby transmits an Application for an Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are proposed changes to the Technical Specifications set forth in Appendix A to the above mentioned license.

Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.

The proposed Technical Specification changes contained herein represent revisions to Specification 3/4.8.2, "DC Sources," Specification 3/4.8.4, " Electrical Equipment Protective Devices," and the Bases for Specifications 3/4.6.3, " Primary Containment Isolation Valves,"

and 3/4.8.4. Specification 3/4.8.2 is divided into two (2) sections, DC Sources-Operating and DC Sources-Shutdown. Both Specifications include a " note" which indicates that two (2) 125-volt chargers are required when the Uninterruptible Power Supply is powered from its backup DC power source. Niagara Mohawk has determined that one (1) battery charger is capable of supplying the largest combined steady-state loads on the battery while recharging the battery from the design minimum charge state to the fully charged state within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Therefore, Niagara Mohawk proposes to revise Specification 3/4.8.2 to delete these " notes."

Specification 3/4.8.2 is being proposed for revision to change the reonired battery cell electrolyte temperature from 60 F to 65 F. Increasing the required electrolyte temperature from 60 F to 65 F is being proposed to increase battery capacity and therefore capacity margin. In addition, Niagara Mohawk proposes to make administrative changes to Specification 3/4.8.4 and to the Bases of Technical Specifications 3/4.6.3 and 3/4.8.4.

These changes are plant specific and not inconsistent with NUREG-1433, " Improved Standard Technical Specifications." Note that changes to page B3/4 8-3 have been submitted in our Application for Amendment dated June 7,1993.

Pursuant to 10 CFR 50.91(b)(1), Niagara Mohawk has provided a copy of this license amendment request and the associated analyses regarding no significant hazards consideration to the appropriate state representative.
