TECHNICAL ASSISTANCE REQUEST FROM REGION I REGARDING LICENSING OF SOIL SAMPLES i
Your August 25, 1993, memorandum to John E. Glenn requested confirmation that a Nuclear Regulatory Commission license would not be required by a company in Pennsylvania that desires to perform thermal treatment of floodplain soils contaminated with very low concentrations of radioactive material.
Your memorandum provides the following information on the concentrations of various nuclides in a representative soil sample:
(a) Am-241,-Cs-137,'and Co-60 are all nearly two orders of magnitude less than published guideline values in the Bloomsburg Site Order, 57 FR 6136; (b) uranium isotopes are below typical background levels; and (c) Np-237 is more than_two orders of magnitude below the Environmental Protection Agency's (EPA's) screening level guidance for transuranium isotopes as expressed in.42 FR 60956.
We concur in your assessment and confirm your conclusion that no NRC license is needed. The 0.0534 pCi/ gram concentration of.Np-237, if converted to a l
surfaceconcentrationbyconsideringthe1pmdepthsuggestedbyEPAfor particlesizesunder2mm.apda2 grams /cm soil density, would lead to a value less than 0.0011 gCi/m (minor correction from value in your memorandum). This value is morp than two orders of magnitude below the EPA a
guideline criteria of 0.2 gCi/m.
