ENCLOSURE 3 SAFETY EVALVATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION
$_U_PPORTING AMENDMENT NO. 143 TO FACILITY OPERATING LICENSE NO. OPR-77 AND AMENDMENT NO. 124 TO FACILITY OPERATING LICENSE NO. DPR-79 TENNESSEE VALLEY AUTHORITY SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 DOCKET NOS. 50-327 AND 50-328
1.0 INTRODUCTION
By letter dated February 14, 1990, the Tennessee Velley Authority (TVA) reouested changes to the Sequoyah Nuclear Plant, Units 1 and 2, Technical Specifications (TSs).
The changes would revise Section 3/4.7.11, Fire Suppression Systems, by adding a fire hose station in the diesel generator building to Table 3.7-5, Fire Hose Stations.
In addition, for the Unit 1 TSs only, the changes would correct a reference to Table 3.7-10 and add the eleva-tion for the fire hose station in the air exhaust room to Table 3.7-5.
The addition of an ommitted elevation for the air exhaust room will not affect the proposed no significant hazards findings because, although not specifically discussed in the Federal Register notice for this proposed amendment, it is an administrative change encompassed within the ambit of the amendment request published in the Federal Register notice of March 21, 1990.
2.0 EVALUATION TVA has installed a second fire protection water supply line to the diesel generator building and an independent fire hose station on Elevation 722 of the building. This second line provides an independent fire hose station to the automatic sprinkler system and fire hose station for the corridor in the diesel generator building which were supplied by a single and common line from the fire protection yard water main.
TVA has proposed that this independent fire hose station, Hose Rack 0-26-2337, in the lube oil storage room be added to Table 3.7-5.
This independent fire hose station should be included in Table 3.7-5; therefore, the staff concludes that this change is acceptable, b
TVA stated that the reference to Table 3.7-10 in Surveillance Requirement

(SR) 4.7.11.4 of the Unit 1 TSs is incorrect.
It propued that the reference S8 should be to the above Table 3.7-5.
There is no Table 3.7-10 in the TSs and on the fire hose stations discussed in SR 4.7.11.4 are listed in Table 3.7-5.
l The reference in the Unit 2 TSs for SR 4.7.11.4 is to Table 3.7-5.

as defined in 10 CFR Part P0 and changes to the surveillance requirements.
'The staf# has determined that the amendments involve no significant increase in the amourts, and no signif1 cant change in the type, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulativa occupational radiation exposure.
The Ccmission has previously issued a proposed finding that these amendments involve no significant hazards a
consideration and there bas been no public comment on such finding. Accord.
ingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Fursuant to 10 CFR 51.20(b), no environmental impact statement nor envirormental assessment need be prepared in connection with the issuance of these amendments.
4.0 CONCL*JSION The Comission made a proposed determination that the amendments involve no -
significant hazards consideration which was published in the Federal Register (55FR10545)onParch 21, 1990 and consulted with the State of Tennessee.
No public coments were received and the State of Tennessee did not have any Comments.
The staff has concluded, based on the considerations discussed above, that:
will not be endangered by operation in the pro)osed manner, and (?) public (1) there is reasonable assurance that the health and safety of the such activities will be ccnducted in compliance wit 1 the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security nor to the health and safety of the public.
