SYSTEM 80+ TECHNICAL SPECIFICATIONS (TS) FOR INSTRUMENTATION,  !

SECTION 3.3 0F TS, AND SECTION 16.6 0F CESSAR-DC On November 17 through 19, 1993, a public meeting was held at the ABB-CE offices in Rockville, Maryland, among representatives of ABB-CE, the U.S.

Nuclear Regulatory Commission (NRC), and NRC contractors. Enclosure 1 provides a list of attendees.

l The purpose of the meeting was to discuss the NRC staff's and its contractor's comments on TS for instrumentation proposed for System 80+ in Section 16.6 of CESSAR-DC.

Resolutions Reached Durina The Meetina Two changes will be made to the TS to address software errors. First, I the word " software" will be added to the definition of Operabilit;.

Second, Section 5.0 of the TS will be modified to add administrative reporting requirements.

The requirement to perform comprehensive functional tests to determine the operability of the protection system will not be added to TS. This resolution was reached based on the following factors: (1) extensive pre-operational testing will be performed to verify inputs over the I

required range; (2) software does not degrade over time; (3) it is unlikely that multiple trip inputs will be received simultaneously; (4) self-diagnostics will be performed; and (5) periodic surveillances will be performed to exercise each input by periodically forcing the input to a specific value over the trip setpoint.

It is acceptable to eliminate the requirement to perform the functional test on the protection system if the system is in 1-out-of-2 logic during plant operation. Performance of the test at power would result in a plant trip.

The gateways attached to the engineered safety features redundant communication links do not need to be in TS. This resolution was q reached based on the following factors: (1) the communication link has 5

. deterministic behavior; (2) self-diagnostics will be performed; and (3) or,e-way communication of information is adequate.

ABB-CE will address the issue of redundant components within a j division / channel in the Design Reliability Assurance Program. ,

ABB-CE will explain in the TS bases what a control room intake /-

filtration signal division consists of and how it actuates. Included in  :

the actuation discussion will be how closing of the high-efficiency  :

particulate air filter bypass valves is initiated. l

- ABB-CE will review the NRC's comments on the TS definitions, and will revise the definitions as deemed appropriate. '

ABB-CE will add a definition of " Trip Leg" to the TS definition section. ,

ABB-CE will revise TS 3.3.6 Require Action B.1 Bases to include a discussion on how to trip the affected trip leg. ,

ABB-CE will clarify, either in the table or the bases, which functions  !

back-up each other in the remote shutdown system (TS 3.3.12).

The NRC will pursue the following two issues concerning the heating, ventilation, and air conditioning (HVAC) systems: (1) determine if the containment building and fuel building HVAC systems are Class IE; and (2) determine if the required action and completion time carried forward from limiting condition for operation (LCO) 3.7.13 to Condition D is acceptable.

- The NRC will verify that the instrumentation and control TS include the equipment that is required for shutdown risk. ,

- The NRC will determine whether or not engineered safeguards actuation system instrumentation functions for steam line isolation, turbine trip and main feedwater isolation, and startup feedwater isolation are applicable to Mode 5 of operation.

- The NRC will determine the appropriate completion times for the LC0 '

action statements in TSs, 3.3.11.D and 3.6.7.B.

- The NRC will determine if SR 3.3.3.6 is~ required.
