BROWNS FERRY NUCLEAR PLANT UNITS 1, 2, AND 3 - SUPPLEMENTAL SAFETY EVALUATION OF STRUCTURAL STEEL THERMAL GROWTH DESIGN CRITERIA (TAC N05. M80618, M80619, AND M80620)

I By letter dated June 12, 1991, the Tennessee Valley Authority (TVA) submitted its proposed long-term steel design criteria for the Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3.

The NRC staff provided a safety evaluation with open items on July 13, 1992. TVA responded to these open items on July 31, 1992.

The staff provided a supplemental SER on October 29, 1992 closing out all open items with the exception of the proposed usage of a ductility ratio. The staff's position on this topic was documented in a letter dated March 19, 1992.

After extensive correspondence, meetings, and telephone conferences between TVA and the staff, on June 29, 1993 TVA provided supplemental information which stated that ductility ratios would not be applied to steel structural design except for hardship cases. As documented in the enclosed Safety Evaluation, the staff accepts TVA's proposal as consistent with the staff's established position. However, TVA is required to inform the staff when a ductility ratio criterion is applied to a hardship case.

Staff review of the BFN steel design criteria is complete.

To verify conformance with the criteria accepted by the staff, the staff plans to conduct a site audit of selected BFN steel structural design calculations.
