Station. The Stato cf Nebraska and the Counties of Washington and '

Sarpy, and the State of Iowa and the counties of Harrison, Pottawattamie, and Crawford, and the Omaha Public Power District participated in the exercise. This report was prepared by the i Fedex.al Emergency Management. Agency Region V.U staff and copies have been provided to the States of Nebraska and Iowa.

There were eight Deficiencies identified during the June 29, 1993, '

exercise. Seven Deficiencies involved the State of Nebraska.

These Deficiencies were assessed against the Nebraska Field Command Post, Washington County Emergency Operations Center (EOC), Dana College Emergency Worker Decentamination Station, and Sarpy County Reception and Congregate Care Centers. A detailed description of these Deficiencies can be found in the enclosed final report, dated November 5, 1993, beginning on page 78. A remedial exercise was conducted en October 5-6, 1993, demonstrating the correction of five Deficiencies.- The remaining two Deficiencies were corrected during the remedial exercise conducted on October 28, 1993.

One Deficiency involved the State of Icwa and was assessed against the Harrison County Emergency Operations Center .(EOC) . A detailed description of this Deficiency can be found in the enclosed report on page 82. A remedial exercise was conducted on October 5-6, 1993, which did not correct the entira Deficiency. As a result, an additional remedial exercise was conducted on October 28, 1993, demonstrating that the Deficiency had been corrected. The results of both remedial exercises are included in the enclosed report.

In addition to the eight Deficiencies, there were twenty-one Areas

Requiring Corrective Action (ARCA) identified during the June 29, 1993, exercise. Five ARCAs were corrected during the '

October 5-6, 1993, remedial exercise. FEMA Region VII staff will work with the States of Nebraska and Iowa to correct the remaining ARCAs by the next scheduled biennial exercise.

Based on the results of the June 29, 1993, exercise and the October 5-6, 1993, and October 28, 1993, remedial exercises, the offsite radiological emergency response plans and preparedness site-specific to the Fort Calhoun Nuclear Station are adectuate to provide reatsonable assurance that appropriate measures can be taken nffnita to protect the health and safety of the public in the event of a radiological emergency at the site.   • 350 approval of the offsite radiological emergency response plans and preparedness for the State of Nebraska and the State of Iowa, mite-specific to the Fort Calhoun Nuclear Station, granted on December 3, 1984, and May 4, 1987, respectively, remain in effect.

In compliance with 44 CFR Part 350.9 (d.) and the FEMA Radiological Emergency Preparedness Exercise Manual (FEMA-REP-14), this is formal notification of the results of the remedial exercise conducted on October 28, 1993, for the Fort Calhoun Nuclear Station. The remaining two deficiencies identified during the June  :

29, 1993, exercise of the state and local radiological emergency response plans for the Field Command Post and Washington County EOC have been corrected.

We have completed our review of the draft EBS Message manual and the proposed plan change for Washington County, submitted as a 1 result of the Fort Calhoun Nuclear Station remedial exercise conducted October 5-6, 1993. The required changes to the EBS Mensage manual, provided by telephone to your office, have been corrected and publication of this manual is approved. This manual i is considered an appendix to the plan. The proposed plan change, l concerning access control procedures, is adequate and may be i published. Please provide fourteen copies of the EBS Massage manual and plan change, for distribution to the Regional Assistance Committee members, to our office by November 5,1993. Upon receipt of the plan change and the EBS Message manual, the above deficien-cies will be closed.
