Dear Mr. Haynes:
1 HPCI/RCIC EXHAUST CHECK VALVES SIGNIFICANT CONSTRUCTION DEFICIENCY HOPE CREEK GENERATING STATION On November 17, 1981, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. W. H.
Bateman, advising of a potential significant deficiency.

December 15, 1981, a written report was submitted to your office.
The following interim information is provided in accordance with the requirements of 10CFR50.55(e).
1.
Bechtel has completed their analysis of the safety implica-tions postulating valve failure.
The results indicate _the potential for:
a) reverse water flow from the torus and b) soort term loss of containment isolation.
Bechtel's Project Engineering has determined that, had the condition gone undetected the valves might have failed, and that such a failure could adversely affect plant safety.
The condition is, therefore, reportable as defined by 10CFR50.55(e).

In addition to the manufacturer's proposal to modify the existing swing check valves, PSE&G is evaluating the option of replacing the swing check valves with lift-type check valves.
To date, both methods have been employed by various facilities with HPCI/RCIC system designs similar to Hope Creek's.
