South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 First Interim Report Concerning Motor Operator Weights for Valves On June 29, 1982, pursuant to 10CFR50.55(e), Houston Lighting & Power Company (HL&P) notified your office of an item concerning incorrect weights for motor operators and stress analyses performed on valves supplied by the Anchor Darling Valve Company.
As a result of a review by Bechtel Power Corporation (BPC) of an internal Quality Assurance Bulletin (QAB) from another BPC project, BPC identified thirteen (13) Anchor Darling valves supplied to the South Texas Project (STP) with motor operators having actual weights greater than those specified on the drawings and as required by the specification. BPC made a comparison of the actual weights to those weights used in performing the piping system stress analysis. After a review of the 13 suspect valves and their operators, BPC has determined that three (3) stress packages will have to be re-analyzed since the stress margin available in these packages is not enough to compensate for the increase of the valve weights.
The stress packages which have to be re-analyzed are for valves located in the Component Cooling Water System, Main Steam Line System and Liquid Waste Processing System. These valves perform a system isolation and/or a containment isolation safety function.
In addition, BPC has identified two (2) additional valves located in the Fire Protection System and Radioactive Vents and Drain System which are also under evaluation; however, actual weights have not yet been identified by the Vendor and forwarded to BPC for consideration.
In our initial notification to your office on June 29, 1982, HL&P identified that the Anchor Darling Valve Company supplied D.C. motor operators having actual weights greater that those specified.
The valves in question on STP have been correctly identified on the Anchor Darling drawings as having A.C. motor operators; however, the weights are still incorrect.

11oustim 1.igining & Iwer o mpany July 28, 1982 ST-HL-AE-857 File Number: G12.122 SFN: V-0530 Page 2 telephone conversations the apparent cause of the discrepancy in the weights for the motor operators supplied to STP resulted from a design change in the motor ope.'ator supplied to Anchor Darling by Limitorque. The external housing of the Limitorque motor operator is currently fabricated from cast iron and sheet steel. Old models of the same series had housings fabricated from al uminum. Limitorque had initiated the material change since aluminum was generally not acceptable for use inside containment. Confimation of the above information has been requested of Anchor Darling.
The valve weights on the Anchor Darling valve drawings a e estimated weights and did not reflect the increased weight of the motor operators due to the change in materials.
It is not currently known whether Limitorque had formally advised Anchor Darling of the weight differences due to the material change.
Again, confirmation of the above infonnation has been requested of Anchor Darling; however, the weights shown on the Anchor Darling drawings were used to perform stress analyses without indication that the results were estimates or preliminary in nature.
The Anchor Darling Valve Company has detennined that the ability of their valves to withstand a seismic event, when mounted with the heavier operators, has not been impaired. BPC has scheduled re-analysis for the three (3) affected stress packages for Noventer 1982 through March 1983 in order to determine the impact of the increased weights on the pipe stress / pipe support.
Insofar as the material and weight discrepancies represent deviations from the specified drawings, BPC will initiate a Nonconformance Report (NCR) that covers the existing condition of the valves identified in this report.
BPC currently believes that valve operability can be assured and the secondary effects on the piping systems and pipe supports as a result of the increased valve weights can be acconinodated in the scheduled re-analysis, and possible minor redesign.
The next report concerning this item will be submitted to your office by April 29,1983.
