Gentlemen:

DOCKETS 50-266 AND 50-301 GENERIC LETTER 88-20. SUPPLEMENT 4. INDIVIDUAL PLANT EXAMINATION FOR EXTERNAL EVENTS (TACS M83661 AND M83662)

POINT BEACH NUCLEAR PLANT. UNITS 1 AND 2 In response to a Wisconsin Electric (WE) letter to you dated September 8, 1993, Mr. Anthony T. Gody Jr. provided WE with a copy of the re-computed 1993 Lawrence Livermore National Laboratory (LLNL) seismic hazard curves for the Point Beach Nuclear Plant '

site. WE committed to evaluate these new curves and to respond to you concerning which set of seismic hazard curves (new LLNL or EPRI) we intended to use in the seismic probabalistic safety assessment (PSA) of Point Beach. The PSA is being used to resolve the seismic portion of the Point Beach Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities  ;

(Generic Letter 88-20, Supplement 4). l 1

We have completed our evaluation of the new LLNL seismic hazard curves. As a result of our evaluation, it is our intention to use the 1989 LLNL median uniform hazard spectral shape for the 10,000 j year return period earthquake as input for the PBNP seismic PSA.

This spectral shape will be used in conjunction with the mean  !

(arithmetic) peak ground accelerations for both the new 1993 LLNL l and EPRI results as the hazard parameter to compute the seismic )

core damage frequency. This is consistent with the requirements of i NUREG-1407, " Procedural and Submittal Guidance for the Individual Plant Examination of External Events (IPEEE) for Severe Accident 1

Vulnerabilities." However, it does represent a change in our ,

previous position of using only the EPRI results for both the spectral shape and peak ground acceleration. We believe that this-addresses your concern on this issue.

We would be pleased to anrwer any further questions you may have regarding the Point Beach IPEEE. l Sincerely,  ;
