CORPORATE EMERGENCY RESPONSE PLAN IMPLEMENTING PROCEDURE #1 i

CORPORATE RESPONSE MANAGER CALL OUT/ ACTIVATION Purpose The procedure provides the necessary steps to call the members of the Corporate Emergency Response Team and/or their alternates and have them report to the Corporate Emergency Response Center (CERC) or to the affected Station.

Activation The Station Emergency Director has informed the General Office Building Security Supervisor of a Station Alert, Site Emergency or General Emergency.

The Security Supervisor has the Corporate Emergency Response Team call out initiated. Team members upon receiving this call then proceed to call out key members of their group to report to the near-site Emergency Operations Facility or the Corporate Emergency Response Center.

1.0 Immediate Assessment and Corrective Action 1.1 The Corporate Response Manager shall perform the following actions when notified of an alert or emergency condition:

CPIP-2 Page 2-1 4-15-82 CORPORATE EMERGENCY RESPONSE PLAN IMPLEMENTING PROCEDURE 2 PUBLIC NEWS CENTER DIRECTOR CALL-OUT/ ACTIVATION Purpose This procedure provides the necessary steps to notify the Corporate Response Coordinator who will notify members of the Public News Center Staff and/or their alternates.

Activation The General Office Building Security has notified the Corporate Emergency Response Team of an Alert, Site Emergency or General Emer-gency. The Public News Center Director or his alternate must report to the Near Site Emergency Operation Facility.

1.0 Immediate Action 1.1 The Public News Center Director shall note the time and date of the call from the General Office Building Security and the level of the Alert or Emergency that has been declared. He will then call Corporate Response Coordinator or his alternate of the call-out, and then proceed to the near-site Emergency Operations Facility.

2.0 Call-out 2.1 The Public News Center Director shall call the Corporate Response Coordinator with the following message:

"This is An emergency has been declared at the (Surry) (North Anna) Power Station. Start to make your calls according to your CERP procedures to provide for staffing of the Public News Center.

Then, proceed immediately to the Corporate Emergency Response Center (C ERC)."

In acecrdance with the Public Affairs group emergency communications plan, report immediately to the 20th floor of One James River Plaza and begin preparations to staff the Public News Center.

CORPORATE EMERGENCY RESPONSE PLAN-f IMPLEMENTING PROCEDURE 2.1 MEDIA COORDINATOR MEDIA CALL-OUT/ ACTIVATION Purpose This procedure provides the necessary steps to notify the media that an alert or emergency has been declared at one of the company's nuclear-power stations.

Activation The Corporate Response Coordinator 'will begin notification of the media after concurrence from the Public News Center,- Director of a statement prepared by the Public News Center Staff. Part of the staff will be assembled at the 20th Floor, One James River Plaza, for preparation of the initial statement and notifications, after which the Public News Center will be put into operation.

1.0 Call-out 1.1 The Public News Center Director will review official press statements and the Corporate Response Coordinator shall call the news media with the statement prepared by the Public News Center Staff. He also will give instructions as to when the Public News Center will be staffed, its telephone number and location.

IMPLEMENTING PROCEDURE 3.0 e

,s ADMINISTRATION / SERVICES MANAGER

  1. % i Purpose This procedure provides the Administration / Services Manager (ASM) with a sequence of events to serve as a guide in orgarizing his team and marshalling the required resources to perform assigned tasks.

Activation This procedure will be activated on the notification of the ASM or.his alternate of a Station Alert, Site Emergency or General Emergency.

1.0 Immediate Function s

1.1 Notification. The ASM shall immediately notify the members the Adminis-trative Services Group (ASG) using the following message:

"This is An emergency has been declared at Surry/ North Anna Power Station.

Report immediately to the CERC on the 5th floor of the General Office i

Building / Emergency Operations Facility at the site.

4 Note: It shall be up to the discretion of the ASM as to whether to caWout' s__

alternates as well as principals, whether to call team members' immediately or delay until the situation develops, and whethe: to r

IMPLEMENTING PROCEDURE #3.1 COLLECT CALL NUMBERS

Purpose:

This procedure provides information for setting up the Rumor Control Center and guidelines for handling for four collect call phone lines.

Activation:This procedure will be activated on the notification of the Administration / Services Manager or his alternate of a Station Alert, Site Emergency or General Emergency. The Public News Center will.

1.0 Immediate Function 1.1 Report to Administration Services Office.

1.2 Go to designated file and get Rumor Control packet which contains l

Information necessary to set up and run Rumor Control.

j 1.3 Four persons (per shift) should be assigned to Rumor Control Center.

i 1.3.0 These persons should be previously briefed as to the procedures i

and function of the Rumor Control Center.

1.3.1 One of these 4 persons will act as a 'llaison' during operations.

An example of the ' liaison' duties include:

1.3.1.0 Keeping a prompt and current Public News Release in the Rumor Control Center for RCC staff.

1.3.1.1 Investigating relevant questions for RCC staff.

I 1.3.1.2 Keeping the status board updated.

1.3.1.3 Assisting RCC staff.

j 1.3.2 This position may be rotated at intervals with other staff members.

This will allow RCC staff to provide complete coverage of all telephone calls.

i CORPORATE EMERGENCY RESPONSE PLAN DIPLEMENTING PROCEDURE #3.3 MESSAGE HANDLING Purpose This procedure provides each individual in the Emergency Operations Facility and all individuals in each team work area with all information which is received from the station by the Recovery Operations Planning Coordinator during an emergency.

Activation This procedure will be activated upon the notification of a station alert, site emergency or general emergency.

1.0 The message handler shall report to the Office Services Supervisor upon notification of an emergency.

2.0 All message handlers shall be instructed of all duties by the Office Services Supervisor.

3.0 Upon receipt of a message, the Recovery Operations Planning Coordinator will give the message handler the message he takes down on a transparency sheet. This transparency sheet will be taken to the Kodak room when nineteen (19) copies will be made and distributed immediately to the following persons and also to the designated team work areas for each group listed below.

4.0 All messages shall be logged, copied and distributed immediately.

Copies of all transparencies will be retained in the CERC Files for future reference.

C PIP-4.1 Page 4-1 4-15-82 CORPORATE EMERGENCY RESPONSE PLAN IMPLEMENTING PROCEDURE 4.1 SCIIEDULING/ PLANNING MANAGER CALL OUT/ ACTIVATION Purpose This procedure provides the necessary steps to call the member of the Scheduling / Planning Staff and/or their alternates and have them report to the Corporate Emergency Response Center (CERC) or, when required, to the affected station.

1.0 Immediate Assessment 1.1 The Scheduling / Planning Manager shall report to the Corporate Emergency Response Center (CERC) upon notification by the General Office Building Security.

1.2 Before leaving for the CERC, the Scheduling / Planning Manager call the two Planning Coordinators with instructions to report to the CERC for immediate planning duties.

1.3 The Scheduling / Planning Manager shall assess the situation with the Corporate Response Manager and the other members of the Corporate Emergency Response Team (CERT), and determine if any additional personnel are required for planning activities and to what location (CERC or affected station) they sinuld report.

2.0 Call Out 2.1 The Scheduling / Planning Manager shall notify the approp. iate members of the Scheduling / Planning Staff with the following message:

"This is the Scheduling / Planning Manager. An Emergency has been declared at Surry, North Anna Power Station.

Report immediately to the 5th floor of the General Office Building, Surry Power Station, North Anna Power Station."

1.0 Immediate Assessment 1.1 The Technical Support Manager shall report to Corporate Emergency Response Center (CERC) upon notification by the General Office Building Security.

1.2 The Technical Support Manager shall assess situation with the Corporate Emergency Response Team (CERT), and determine which members of the Technical Support staff should be called out and to what location (CERC or to affected station) they should report.

2.0 Call Out 2.1 The Technical Support Manager shall himself or have Staff Support personnel notify the appropriate members of the Technical Support Staff

i 2.3 Any given event may not require full staffing in a specific area. The Technical Support Manager shall make this assessment and have individuals called out accordingly.

2.4 If appropriate, the Technical Support Manager may himself or have Staff Support personnel brief members of the Technical Support Staff on the situation during call out (prior to having them report to the CERC or the affected station), and direct them to activitate ' appropriate additional support in their area of responsibility.

I CORPORATE EMERGENCY RESPONSE PLAN IMPLEMENTING PROCEDURE #7 DESIGN AND CONSTRUCTION SUPPORT MANAGER CALL OUT/ ACTIVATION Purpose The procedure provides the necessary steps to call the members of the Design and Construction Support Team and/or, their alternates and have them report to the Corporate Emergency Response Center (CERC) or where required to the affected Station.

Activation The Station Emergency Director has informed the General Office Building Security Supervisor of a Station Alert, Site Emergency or General Emergency.

The Security Supervisor has the Corporate Emergency Response Team call out initiated. Team members upon receiving this call then proceed to call out key members of their group to report to the near-site Emergency Operations Facility or the Corporate Emergency Response Center.

Activation The Corporate Response Manager has initiated the Corporate 'Emer-gency Response Plan due to a Station Alert, Site Emergency, or General Emergency at an affected station. The Vice President - Nuclear Operations or his alternate, the Manager - Nuclear Operations and Maintenance is designated as Recovery Manager.

1.0 Call Out The Recovery Manager will call the personnel who will report to the Emergency Operaticas Facility at the affected station.
