Gentlemen:

This refers to the special safeguards inspection conducted by Mr. T. J. Madeda

of this office on April 29, 1982, of activities at the LaSalle County Nuclear

Power Station, Unit 1, authorized by NRC Operating License No. NPF-11 and to

the discussion of our findings with Mr. R. H. Holyoak and other members of

your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and in ,

a

terviews with personnel.

During this inspection, certain of your activities appeared to be in noncom-

pliance with NRC requirements, as described in the enclosed Appendix. The

inspection showed that action had been taken to correct the identified non-

compliance and to prevent recurrence. This corrective action is described

in Section 3.d of the report details. Please inform us if you do not agree

with our description of your corrective actions. Otherwise, no reply to

this item of roncompliance is required at this time.

The item of noncompliance described in the Appendix to this letter represents

It should be'noted that due to the

status of the plant, an act of radiological sabotage as defined in 10 CFR 73.2(p)

was not possible; Had the threat of a possible act of radiological sabotage

been more pikely, this incident may have resulted in increased ~ enforcement

ment involvement and review of the operation of your security system. Therefore,

please respond, within 30 days of the receipt of this letter, to the matters

identified in Section 4.b of the enclosed report.

Areas examined during this inspection concern SAFEGUARDS INFORMATION which is

exempt from disclosure according to Section 73.21(c)(2), Part 73, Title 10,

Code of Federal Regulations. This information must be handled and protected

in accordance with the provisions cf 10 CFR 73.21.

Consequently, the enclo-

sure to this letter, our report of this inspection, and your response to our

concerns identified in Section 4.b of this report will not be placed in the

Public Document Room. Therefore, your statement of action regarding our

concerns identified in Section 4 of this report should be submitted as a

separate enclosure to your transmittal letter in the manner prescribed.

We will gladly discuss any questions you have concerning this inspection.
