IMPLEMENTATION OF THE TRAINING RULE,10 CFR 50.120 As requested by the Nuclear Regulatory Commission in Reference (b), Yankee Atomic Electric Company (YAEC) has evaluated the training requirements of 10 CFR 50.120 in light of the permanently defueled status of Yankee Nuclear Power Station (YNPS). Based

l on our evaluation, YAEC has determined that the category of Shift Technical Advisor l
should be exempted from the requirements as they apply to YNPS. The following provides i
the basis for such an exemption.
r Shift Technical Advisor In Amendment No.141 to the YNPS license, shift staffing was revised to reflect the i
permanently defueled status of YNPS. Amendment No.141 approved the reduction from a minimum six-person crew (which included a Shift Technical Advisor) to a minimum two-person shift crew comprised of one Certified Fuel Handler and one Equipment Operator.
The Defueled Technical Specifications, issued as Amendment No.148, reaffirmed the revised composition of the shift crew by carrying forward the revision made as part of Amendment No.141. Because the requirement for a Shift Technical Advisor is no longer applicable to YNPS, the training requirements of 10 CFR 50.120 for a Shift Technical
