EVALUATION OF THE SECOND 10-YEAR INTERVAL INSPECTION REQUEST FOR RELIEF FOR FORT CALHOUN STATION (TAC NO. M84816)
The staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has reviewed and evaluated the information provided by Omaha Public Power District in its letter dated October 16, 1992, related to its alternative to the ASME Boiler and Pressure Yessel Code (the Code),Section XI concerning the regenerative heat exchanger (RHX) nozzle weld inspections for the Fort Calhoun Station inservice inspection (ISI) program.
Based on the information submitted, the staff agrees with the Contractor's conclusions and recommendations presented in the Technical Evaluation Summary enclosed. The staff concludes that pursuant to 10 CFR 50.55a(a)(3)(ii), the licensee's proposed alternative may be used in that it provides an acceptable level of quality and safety and that compliance with the Code would result in hardship without a compensating increase in the level of quality or safety.
This relief is authorized on a one-time basis only, with the conditions that the licensee perform a volumetric examination of these nozzle-to-vessel welds (ISI #10 and #11) during the first refue ing outage of the third 10-year inspection interval and that the licensee perform all additional RHX nozzle weld examinations on a schedule consistent with ASME Section XI.
In addition, for the third 10-year interval the staff will consider granting the licensee's request for relief (if submitted by the licensee) from Code requirement to volumetrically examine the nozzle inner radius sections. The JJag gg gg 24 m a 9312O20558 931118 PDR ADOCK 05000285 i
