6, 1993 Purpose The purpose of this evaluation is to review the removal of the Baronometer from use at McGuire Nuclear Station.

The criteria of 10CFRSO.59(a)2 will be applied to make this determination.

This evaluation is QA-1.

Background

The Baronometer will be removed as a part of Modification MG-12096 and MG-22096.

These modifications are to upgrade the loose parts monitoring system and are related to Baronometer deletion only in that the deletion may provide space in electrical cabinets for added loose parts monitoring equipment.

The Baronometer is ~part of the Chemical and Volume Control System (NV) and may be used to advise operators of boron concentration in the Reactor Coolant System (RCS) by measufing bown concentration in the letdown flow.

The Baronometer samples letdout: coolant downstream of the Reactor Coolant Filter and returns the sample to the letdown stream in the Volume Control Tank.

The Boronometer is not required for use in meeting any Technical Specification requirements but is considered in the Duke Power response to Regulatory Guide 1.97 concerning measurement of baron concentration in the RCS.

The Reg. Guide response considers the Baronometer as the primary method of detemining baron concentration. However, the actual operation of the plant relies on periodic sampling of the RCS for measurements of soluble boron concentration during nomal operation and Post Accident Liquid Sample Panel testing during postulated accident conditions.

Therefore, the Baronometer is not normally used now and may be removed from service without affecting plant operations.

No credit is taken for use of the Baronometer in any accident analysis or accident response. It is not tied to any control circuits.

The instrumentation provides a general operational aid in decemining if additional sampling for baron concentration is warranted.. The instrument is located in a Duke class B line for pressure boundary purposes but the-Baronometer and associated electronic equipment are not safety related.

Therefore, there are no safety concerns with deletion of the Baronometer from use by the station.

USQ Evaluation The Baronometer is not used for any safety control or depended on for any safety information in the event of an accident.

Therefore, there is no increase in the probability or consequence of an accident evaluated in the SAR.

The Baronometer does not effect the operation of any system since it is used only as an advisory input for operator infomation. - Therefore, the use or non use of the instrument does not create the possibility for an accident of different type than evaluated in the SAR.

The Baronometer does not control operation of any equipment. It may be used to help operators determine if additional testing of boron concentration is warranted.

It does not affect the operation of any equipment. Therefore, the removal of the Baronometer will not increase the probability or consequence of malfunction of any equipment important to safety. For the same reason, the removal of the instrument will not create the possibility for a malfunction different than any evaluated in the SAR.

Margin of safety is related to the confidence in the fission' product barriers to function as designed.

The Baronometer is not safety related in function and has no impact on any fission product barrier.

The Baronometer is not considered in meeting any Technical Specifications.

Therefore, deletion of the Baronometer will not reduce the margin of safety as defined in the basis for the Technical Specifications.

/

No unreviewed safety questions are created by deletion of the Baronometer. No changes to Technical specifications are required.

Use of the Baronometer as an information source is mentioned in the design basis documentation for the NV system and as a possible post accident source of infonnation in the SAR, These references must be revised to reflect deletion of the Baronometer.
