Gentlemen:
This refers to the Systematic Assessment of Licensee Perfonnance (SALP) Board
Report of the Wolf Creek facility, Unit 1. Construction Permit CPPR-147. The
SALP Board met on September 18, 1981, to evaluate the perfonnance of the
subject facility for the period July 1,1980, through June 30, 1981. The per-
fonnance analyses and resulting evaluation are documented in the enclosed SALP
Board Report. These analyses and the evaluation were discussed with you at
your offices in Wichita, Kansas, on October 19, 1981.
The perfomance of your facility was evaluated in the following functional
areas: Containment and other Safety-Related Structures; Piping Systems and
Supports; Safety-Related Cogonents; Support Systems; Electrical Power Supply
and Distribution; and Licensing Activities.
The SALP Board evaluation process consists of categorizing perfonnance in each

functional area. The categories which we have used to evaluate the performance
of your facility are defined in Section II of the enclosed SALP Board Report.
As you are aware, the NRC has changed the policy for the conduct of the SALP
program based on our experiences and the recently implemented reorganization
which emphasized the regionalization of the NRC staff. This report is con-
sistent with the revised policy.
On May 10, 1982, you were requested to provide coments concerning our
evaluation of your facility. In that 20 days have passed, and no coments
have been received, the SALP Board Report is being issued as an NRC Report.
