This refers to the inspection conducted by Messrs. L. Rossbach, P. Sena, and S. Greenlee of

l

this office from August 24 to September 27,1993. The inspection included a review of

l

activities authorized for the Beaver Valley Power Station in Shippingport, Pennsylvania. _ At

the conclusion of the inspection, the findings were discussed with Messrs. D. Spoerry and G.

Thomas and other members of your staff.

Areas examined during the inspection are identified in the report. The inspection consisted

of document reviews, interviews, and obsermtion of activities important to public health and

safety. The purpose 'of the inspection was to ociermine whether activities authorized by the

,

license were conducted safely and in accordance with NRC requirements.

Based on the results of this inspection, certain of your activities appeared to be in violation

.

of NRC requirements as specified in the enclosed Notice of Violation (Notice). The

violation involved failing to meet Technical Specification requirements for calibrating

instruments which measure the velocity of ventilation system effluent flow. Although

,

conservative flow estimates show that effluents were within limits, we are concerned that

i

your tracking system did not identify these Technical Specification required calibrations.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. In your response, you should document the

specific actions taken and any additional actions you plan to prevent recurrence. After

reviewing your response to this Notice, including your proposed corrective actions and the

results of future inspections, the NRC will determine whether further NRC enforcement

action is necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and

its enclosures will be placed in the NRC Public Document Room.
