ENCLOSURE 2 NOTICE OF DEVIATION Carolina Power & Light Company Docket Nos. 50-325, 50-324 Brunswick Units 1 and 2 License Nos. DPR-71 and DPR-62 On April 22, 1993 a safety significant deviation from a written commitment was identified.
In accordance with the " General Statement of Policy & Procedure for NRC enforcement Actions, "10 CFR fart 2, Appendix C (1993), the deviation is listed below:
During an Enforcement Conference nald on August 2, 1991, Carolina Power
& Light Compai,y cou.itted ;o establish procedures for and to perform testing of the Emergency Giessl Generators 2X LOCA logic during the next Unit 13nd Unit 2 refueling out,qes. The NRC issued a letter dated August 21, 1991: summarizing the conference. The September 20, 1991, response to the NRC Notice of Violation dated August 21, 1991, reaffirmed the EDG 2X LOCA logic testing commitment.
Contrary to the above, during the next Unit 2 refueling outage which was from September 11, 1991, through December 13, 1991, testing of the Emergency Diesel Generators 2X LOCA logic was not performed. The testing of Unit 2 was performed on July 16, 1993.
Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administra-tor, Region II, and if applicable, a copy to the NRC Resident Inspector, in writing within 30 days of the date of this Notice, the reason for the devia-tion, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further deviations, and the date i
when your corrective actions will be completed. Where good cause is shown, consideration will be given to extending the response time.
