This letter refers to an announced safety inspection of the engineering and technical support

activities related to Peach Bottom Atomic Power Station Units 2 and 3 conducted by .

Mr. A. Lohmeier of this office during the period ~ August 2-6,1993, at Delta, Pennsylvania.

A discussion of his findings was held with Mr. Miller and his staff at the conclusion of the

inspection.

Areas examined during the inspection described in the NRC Region 1 Inspection Report

'

enclosed with this letter include an assessment of changes in the engineering and technical

support organization through implementation of the NEEDS reorganization program. Also

examined during the inspection was the retention 'of the operational cycle data for

components designed to sustain limited numbers of cycles over the lifetime of the plant in

accordance with the administrative requirements of the technical specification. Continuing

l

evaluation of the effect _of these cycles on the operating equipment is essential to the safe

operation of the plant and protection of the public health and safety.

In review of your monitoring of the effect of operational cycles on equipment designed for

limited numbers of cycles, primarily the reactor coolant system, it was found that the data

with which to compare actual cycles to design cycles was not kept current. However, the.

.{

inspector noted that a program _is under-way to retrieve such data.~ PBAPS is past mid-life,

l

and it becomes necessary to monitor closely the critical component parts for the possibility of

j

exhaustion of fatigue life of the material, thereby protecting the public health.and safety.

Your staff has agreed to provide NRC, within 60 days, a schedule of your upgrading of the

operational cycle monitoring program as described in Section 3.1 of this report. Completion

l

of this program will allow resolution of a longstanding unresolved item, UNR 90-14-02.

As a result of this inspection, no deviations or violations were noted.
