ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION REGARDING THE PROPOSED ULTIMATE HEAT SINK TECHNICAL SPECIFICATION REVISION FOR HOPE CREEK GENERATING STATION Public Service Electric and Gas Company (PSE&G) proposed revising the action statement associated with the ultimate heat sink (UHS) limiting condition for i

operation in their submittal dated April 23, 1993. The proposed revision would permit continued operation for a 6-hour period with the average river temperature above the maximum allowed temperature prior to initiating the required action for the operational condition of the plant. The justification for this change was based, in part, on the low probability of river temperature exceeding the maximum allowed temperature occurring coincident with design low river water level and failure of one loop of the station service water system (SSWS) or safety auxiliary cooling system (SACS).

The existing action requirements for the UHS are based on the probability of a demand on the UHS while it is in a degraded condition and the attendant risk-of the UHS not performing its design function.

In addition, the heat removal capability of the SSWS is not substantially impacted by small changes in river water level, provided adequate net positive suction head to the pumps is maintained. Also, a design basis single failure is typically considered when evaluating the performance of the SSWS and the SACS. Therefore, in consideration of the design bases of the UHS, SSWS, and SACS, the probabilistic justification for the proposed revision is not acceptable.

The staff recognizes that the calculated UHS maximum allowable temperature includes many conse.vatisms and that increases in river water temperature above the limit are likely to be transient in nature. Therefore, PSE&G is requested to provide an analysis or other suitable justification demonstrating that a transient increase in river temperature for a 6-hour period above the proposed maximum allowable value is acceptable. Otherwise, the licensee is requested to modify the proposed revision to the UHS Technical Specifications accordingly.
