Dear Mr. Perry:
The enclosed report refers to the inspection conducted by Mr. M. Bielby and
others of this office the week of July 12, and September 2 - 3, 1993. The
inspection evaluated activities at the Clinton Power Station authorized by NRC
'
Operating License No. NPF-62. We discussed our inspection findings with you
j
and members of your staff at the exit meeting conducted on September 3, 1993.

The purpose of the inspection was to assess the licensed operator
requalification program. The inspection consisted of re' views of training
'
administrative procedures, representative records, requalification training
materials, interviews with members of the operations and training staffs, and
i
observation of . licensed operators during requalification operating examination
'
administration.
Additionally, a limited number of licensed operator medical
records were randomly selected and reviewed to verify the duration between
i
medical examinations was in accordance with NRC requirements.
Overall, the inspectors concluded that the licensed operator requalification
training program was being implemented in accordance with 10 CFR Part 55
requirements and that operations and training management involvement with the
process was considered a strength.
However, two open items regarding training administration were identified.
One of these open items identifies a concern with the training of operators on
plant control manipulations specified in 10 CFR 55.59.
In lieu of actual
performance operators receive credit for these tasks by just being on the crew

when the tasks are performed. We request that you respond within 30 days of
the date of this letter to this open item.
Your response should include the

actions taken by your requalification program to ensure licensed operators can
i
actually perform, or direct as appropriate, plant control manipulations'.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations,-'a copy of
this letter and the enclosed report will be placed in the NRC Public Document
Room.
