DUANE ARNOLD ENERGY CENTER - NON-CODE REPAIR OF THE "D" OUTB0ARD MAIN STEAM ISOLATION VALVE (TAC NO. M87666)

By letter dated September 18, 1993, you submitted a request for relief from the American Society of Mechanical Engineers (ASME) Code,Section XI requirements regarding repair of the "D" outboard main steam isolation valve (MSIV). The relief is for a non-ASME Section XI repair of the MSIV.

Your-staff had previously discovered unacceptable linear indications in the valve body subsequent to re-machining to eliminate a taper in the valve bore.

The NRC staff has reviewed your submittal, and as detailed in the attached safety evaluation, the staff has determined that code ^ repair requirements in this case are impractical, as defined under the provisions of-10 CFR 50.55a(g)(6)(1), and that granting of the requested relief is authorized by.

law and will not endanger life or property or the common defense or security and is otherwise in the public interest, given due consideration to the burden that could result if the' code requirements were imposed on the facility.

Therefore, pursuant to 10 CFR 50.55a(g)(6)(i), relief is granted provided a l

radiographic inspection of the MSIV body is accomplished after the next two scheduled refueling outages to ensure adequate structural integrity of the i
