DOCKET NOS. 50-445 AND 50-446 RESPONSE TO NRC INSPECTION REPORT NO. 50-445/93-25 AND 50-446/93-25 Gentlemen:

TU Electric has reviewed the NRC's letter dated August 20, 1993, concerning the inspection conducted by the NRC staff during the period July 26-30, 1993. This inspection covered activities authorized by NRC Facility Operating Licenses NPF-87 and NPF-89 for Unit 1 and 2, respectively. The inspection report identified one exercise weakness in the Emergency Preparedness Program.

The TU Electric response to this finding is provided in the attachment to this letter.

The Emergency Action Level (EAL) for a fire in the Unit 2 Centrifugal Charging Pump Room was classified by the shift supervisor in the simulator control room. At 7:30 a.m., the shift supervisor declared a Notification of i Unusual Event after determining that a fire existed in the Unit 2 Centrifugal Charging Pump Room which threatened safety equipment for a i

period greater than 10 minutes.

Procedure EPP-201, " Assessment of Emergency Action Levels. Emergency i

Classification and Plan Activation," Chart 11, " Fire " indicated that a fire inside the protected area lasting greater tnen 10 minutes f or which safety systems were potentially affected by the fire would result in an Alert

. classification. The incorrect classification of this event was identified ,

as an exercise weakness (445/9325-01; 446/9325-01).

TV Electric Response

In reviewing the event with the individual who made the incorrect classification, it has been determined that he knew the correct classification but failed to confirm it by checking the procedure. The individual has been counseled. Additionally, an information bulletin discussing this weakness was sent to other Emergency Organization nembers who are in a position to assess an emergency classification.
