This refers to the inspection conducted by Dr. D. Blair Spitzberg and other

members of an NRC team during the period July 26-30, 1993. The inspection

included a review of activities authorized for your Comanche Peak Steam.

Electric Station facility.~ At the conclusion of the inspection, the findings

'

were discussed with you and members of your staff identified in the enclosed

!

report.

!

Areas examined included the: implementation of your emergency plan and

!

procedures during your annual emergency e.".ecise.

Within these areas, the

j

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the. inspectors. The

!

inspection findings are documented in the enclosed inspection report.

Within the scope of this inspection, no violations or deviations were -

identified.

j

Overall, .the performance during the exercise was excellent, and your emergency

response staff demonstrated effective implementation of your emergency plan.

l

l

However, one weakness was identified as discussed in Section 2.1 of the

j-

enclosed inspection report. The weakness related to an improper

!

classification made at the Alert level,

j

Exercise weaknesses according to 10 CFR Part 50, Appendix E.IV.F.5, are

.

inspection findings that need to be corrected by the licensee.

You are

-requested to provide this office with a description of your corrective

measures and your schedule for' completing these actions within .30 days after

. receipt of this letter.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
