!t As a result of the inspection conducted from August 9 through August 20,.393, a violation of NRC requirements was identified.
In accordance with the.
" General Statement of Policy and Procedure for. NRC Enforcement ' Actions,"
'l 10 CFR Part 2, Appendix C (1993), the violation is listed below:
Technical Specification (TS) 3.5.1.e requires, in part, that the signal trip.
setting for the post-incident spray system be less than or equal to 2.2 pounds:
per square inch gage (psig). Contrary to the above, since installation of two new pressure sensors in October 1990 to July 1993, the reactor enclosure high pressure trip setpoint.
periodically, based on atmospheric temperatures. exceeded the limit of less than or equal to 2.2 psig with no resulting orderly shut down being performed.
This is a Severity Level IV violation (Supplement 1) (50-155/93010-01(DRP)).

required to submit a written statement or explanation to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D. C.

with a copy to the Regional Administrator, Region III, and a copy to the-NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the.date of the letter transmitting the Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of' Violation" and shnuld include for each violation:
(1) the reason for the violation, or, if contested, the basis for disputing the violation; (2) the.
corrective steps that have been taken and the results achieved; (3) the.
corrective steps that will be taken to avoid further violations; and (4) the.
1 date when full compliance will be achieved.
If an adequate. reply is not' _
t received within the time specified in the Notice, an orde may be issued to show cause why the license should not be modified, e;.m ed or revoked, or-

why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to estending the response time.
