j Revision to Surveillance Freouencies Technical Specifications Chances-Gentlemen:

l Based on the results of an August 25, 1993, conference call with the NRC Staff, Georgia Power is proposing a revision to the surveillance frequencies technical specifications changes originally provided by WCAP-13377,Rev 2 & Proprietary WCAP-13376,Rev 2, Bypass Test Instrumentation for Vogtle Electric..., encl.WCAP-13376,Rev 2 Withheld|letter dated March 1, 1993]]. This change affects technical specifications Action 14 of table 3.3-2, " Engineered Safety Features Actuation System Instrumentation", and is being proposed to establish consistent language between Actions 14, 22, and 25 of that table with regard to entering Hot Standby for various automatic logic and actuation relays with the number i

of operable channels one less than the required minimum.

Operable requirement, the currently proposed Action 14 would require the plant to be in Hot Standby within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> while the currently proposed Actions 22 and 25 would require the plant to restore the inoperable I

channel to operable status within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> or be in Hot Standby within-the l

next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.' In both cases, the total time allowed by either action statement to reach Hot Standby is 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. Therefore, the new wording being proposed for Action 14 is not substantive and is editorial in nature.

The newly proposed wording to Action 14 is enclosed using the page marked-up in GPC's previous submittal. No other information in GPC's previous submittal, including the 10 CFR 50.92 information, is affected or proposed to be modified.

In accordance with 10 CFR 50.91,-the designated state official will be sent a copy of this letter and the enclosure.
