The NRC staff is reviewing your application of March 1,1993, for license i

amendments to change the Vogtle Technical Specifications regarding surveillance test intervals and allowed outage times for engineered safety 1

features actuation system instrumentation.

The application includes Westinghouse's WCAP-13376, Revision 2, " Bypass Test Instrumentation for the Vogtle Electric Generating Plant Units 1 and 2" (Proprietary) and associated WCAP-13377, Revision 2, same title, (Non-proprietary).

We find that additional information, identified in the enclosure, is needed for completion of our review.

ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION REGARDING WCAP-13376, REVISION 2 1.

Clarify how and when the Solid State Protection System (SSPS) input relays will be tested. Will the testing include operability of all the relay contacts? Also, are the SSPS input relays tested in the bypassed condition?

A channel input can be bypassed indefinitely in order to isolate a particular unwanted input signal.

However, this bypass leaves the control room operator without information about individual inputs to the channel except at the channel level.

Discuss the bypass test instrumentation's compliance with RG 1.47 in view of this condition.

3.

Section 3.1 of WCAP 13376 discusses a "make-before-break" switch for maintaining power for the nuclear instrumentation system (NIS) channel testing in the bypass condition. Why does Figure 1 of the report not show this switch? The report is not clear where the switch is located and what effect the failure of this switch would have upon the operability of the channel.

Are similar switches installed for NSS/B0P circuits that are de-energized for trip?

We note from WCAP 13376, Figure 2, Sheet 1, that a failure of the contact (a short) of the bypass toggle switch -- which is an undetectable failure -- would result in the KS relay for that input signal being connected in parallel with other KS relays.

This could 4

result in an unsafe condition since both of these KS relays have to be de-energized for the channel to trip.

Please discuss and justify the acceptability of the design in this respect.

Figures 1 through 3 of WCAP 13376 imply that control room status i

indication is a light, while the discussion on page 16 of WCAP-13376 states that the annunciation is provided for the control room indication.

Please clarify the status indication to the control room.
