Dear Mr. Storz:
Enclosed for your review, before our scheduled meeting of September 16, 1993,
is the Initial SALP 10 Report for the Davis-Besse Nuclear Power Station,
covering the period December 1,1991, through Ane 30, 1993.
In accordance with NRC policy, I have reviewed the SALP Board assessment and
concur with their ratings.
It is my view that your conduct of nuclear
activities in connection with the Davis-Besse facility was excellent.
During this assessment period, overall performance improved. This overall
improvement in performance was the result of strong management oversight and
presence, ccmmitment to a conservative operating philosophy, and highly
qualified and dedicated staff. These attributes have provided the fcundation
for the continued performance improvements achieved at the Davis-Besse
facility.
The areas of Engineering / Technical Support and Safety Assessment / Quality
Verification continued to improve and received Category I ratings.
In
addition, the Emergency Preparedness area reversed the declining trend noted
in the previous assessment period and was again rated Category 1.
The
Radiological Controls area again received a Category 2 rating, but an
I
improving trend was noted. The Maintenance / Surveillance and Security areas
continued to receive Category I ratings. The Plant Operations area continued
to receive a Category 2 rating; some problems continued to exist in the
conduct of operations.
At the SALP meeting, you should be prepared to discuss our assessments. The
meeting is intended to be a candid dialogue wherein any comments you may have
regarding our report are discussed. Additionally, you may provide written
comments within 30 days after the meeting. Your comments, a summary of our
meeting, and my disposition of your comments will be issued as the Final SALP
Report.
