Enforcement Conference An enforcement conference was held via telephone on July 6, 1993. This conference was conducted as a result of the preliminary findings of the inspection conducted from June 10 through 21, 1993, in which an apparent violation of NRC regulations and license conditions were identified.
The inspection findings are documented in Inspection Report No. 99990003/93012(DRSS), transmitted to the licensee by letter dated June 29, 1993.
The purpose of this conference was to (1) discuss the apparent violation, its cause, and the licensee's corrective. actions; (2) determin'e if-there were any escalating or mitigating circumstances; and (3) obtain any information which would help determine the appropriate enforcement action.
The licensee pointed out during the conference an error on Page 3 of Inspection Report No. 99990003/93012(DRSS) regarding the loss of a static elimination device on or about: September 23, 1992.
The licensee representatives stated that, following the onsite inspection, they conducted a more thorough review of records and discovered that the device identified as lost in the report-was not connected to an air table as indicated.
Licensee representatives stated that the~ device had been cut from an airline and stolen. The reference to a device connected to an air table was a different device.
The licensee's representatives described the events which led-to the violation, including root cause and corrective actions taken.
In summary, the corrective actions were to implement the use of a Static.
Device Control Form (attached) to track the daily use of the devices and to develop a video. tape to notify personnel of the importance.of -
properly controlling the static elimination devices'and associated consequences if control is not maintained. The tape will be presented as part of the plant's safety training.
